Exemptions Supervisor (#RO1210)



DEFINITION

Under direction, performs responsible supervisory work of advanced complexity over a unit of staff performing routine exemptions processing and determining values of personal property; performs technical work of average difficulty in processing and evaluating complex property exemptions; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

The incumbent of this single position class supervises clerical staff in the exemptions unit of the Assessor's office and performs the most complex work involving reviewing and evaluating complex exemptions requests, applying applicable tax code sections and recommending approval or denial of exemptions requests. The incumbent performs highly complex and difficult clerical and technical work including administrative and quasi-analytical duties and exercises considerable judgment and discretion in the performance of tasks.

TYPICAL DUTIES

  • Assigns, reviews, approves, and evaluates the work of clerical staff; ensures that work is distributed to maintain the flow and quality of work performed within established standards.
  • Orients staff; ensures that staff understand and comply with unit policies, procedures and standards; trains staff; interprets and explains application of rules, regulations, policies and procedures.
  • Reviews requests for property tax exemptions from non-profit and charitable organizations, hospitals, and other organizations; provides information on the types of materials necessary to evaluate exemption requests, reviews and evaluates submissions, requests additional information; interviews applicants to obtain information; performs field visits to assess properties, applies tax code provisions to determine if full, partial or no exemption should be granted and provides written recommendations to state agencies.
  • Performs highly complex clerical and technical work involving application of tax code, and a body of specialized technical knowledge, and interpretation and application of complex policies, procedures, rules and regulations.
  • Prepares and maintains statistical and narrative records; composes correspondence using knowledge of technical subject matter; compiles, organizes and evaluates information; develops recommendations and prepares complex statistical and narrative reports and presentations.
  • Develops and maintains record keeping systems; applies advanced concepts of standardized and proprietary software systems; develops and maintains complex ad hoc and standardized reports.
  • Develops and recommends office policies and procedures; evaluates efficiency of operations and recommends changes to improve efficiency and effectiveness.
  • May perform routine technical duties typically performed by professional or technical staff; may assist professional or technical staff; may represent department to other departments, agencies, clients and members of the public.
  • MINIMUM QUALIFICATIONS

    EITHER PATTERN I

    Experience: Three years of work at a level equivalent to Senior Office Assistant in San Joaquin County service including at least two years in a California assessor’s office or comparable setting providing familiarity with property tax laws and exemptions.  

    OR PATTERN II

    Experience: Three years of work at a level equivalent to Senior Office Assistant in San Joaquin County service including at least three years involving interpreting and applying complex codes, regulations or ordinances.

     

    Substitution: Successful completion of college level coursework in business, planning, paralegal studies or closely related field on a year for year basis (30 semester units is equivalent to one year) to a maximum of two years.

     

    Special Requirement: Demonstrated general or software-specific computer proficiency may be required prior to appointment.  

    AND

    License:  Possession of a valid California driver’s license.

    KNOWLEDGE

    Principles and practices of employee supervision and training; tax code sections relevant to property tax exemptions and appraisal of personal property; fundamental analytical principles and processes; advanced methods of researching, gathering, organizing and reporting data; general office practices and procedures; principles and practices of prioritizing, planning and organizing work; clerical practices related to personnel management, payroll, labor relations, purchasing, inventory control, clerical accounting, and systems development/maintenance; personal computer and modern office automation technology, including pertinent software; public relations and interviewing techniques; advanced filing and record keeping systems; complex correspondence and report formats; clerical accounting methods and practices.

    ABILITY

    Supervise, train and evaluate staff; research, interpret, and apply property tax code; perform basic quasi-administrative/analytical work; evaluate and establish priorities; gather, organize, input and maintain complex information related to appraisal and exemptions; provide/obtain detailed information to/from others as appropriate, including confidential and/or otherwise sensitive information; utilize advanced office procedures; operate computers and related software; follow complex oral and written procedures and directions; establish and maintain effective working relationships with others, even in difficult situations; communicate effectively with others; write clearly and legibly; perform advanced arithmetical operations.

    PHYSICAL/MENTAL REQUIREMENTS

    Mobility-Frequent operation of a data entry device, repetitive motion, sitting for long periods, walking; occasional standing, pushing, pulling, bending, squatting, climbing; Dexterity-Sufficient to operate a key board; handle individual papers; write and take notes; Lifting/Pushing/Pulling-Frequently lifting of 5 pounds or less; occasional lifting of 5 to 30 pounds; Visual Requirements-Ability to read files and documents and use computer screens; constant good overall vision and reading/close-up work; frequent color perception and use of eye/hand coordination; occasional use of depth perception and peripheral vision; Hearing/Talking-Frequent hearing of normal speech, hearing/talking on the telephone, talking in person; Emotional/Psychological-Frequent decision making, concentration, and public contact; Special Requirements-Some assignments may require working weekends, nights, and/or occasional overtime; Environmental-Occasional exposure to varied weather conditions.
