DEFINITION

Under general direction, assists in coordinating and directing the operation of the Weights and Measures Division of the County Agricultural Commissioner's Office; participates in the work of the division; and does related work as required.

CLASS CHARACTERISTICS

The Deputy Sealer of Weights and Measures manages weights and measures inspection, testing, enforcement and related activities; and performs technical work in testing and inspecting weighing and measuring devices and packaged commodities for compliance with the State of California weights and measures laws and regulations.

TYPICAL DUTIES

  • Assists in planning, organizing and directing a comprehensive program in inspection, testing, calibration and sealing of commercial weighing and measuring devices.
  • Assists in the formulation of weights and measures-related departmental policies and procedures; insures the implementation of policies; recommends procedural changes; prepares policy and procedural instructions and manuals.
  • Assigns, supervises, reviews, evaluates and participates in the work of weights and measures staff; supervises the training of subordinate personnel; participates in employee screening and selection.
  • Participates in the more difficult assignments such as criminal prosecutions and hearings; serves as resource person for subordinate staff; verifies permissible tolerance of weights and measures testing devices used by the department.
  • Assists in preparation and monitoring of the division budget; prepares a variety of reports and correspondence; conducts surveys required by State or other agencies.
  • Maintains liaison with other departments and agencies; may represent the department before civic, professional and other organizations; interprets weights and measures program to interested groups and individuals.

MINIMUM QUALIFICATIONS

EITHER PATTERN I

Experience: Five years in certificated weights and measures inspection and enforcement work in the State of California.


OR PATTERN II

Experience:  Three years in certificated inspection and enforcement work within the San Joaquin County Agricultural Commissioner’s Office.


AND FOR BOTH PATTERNS

License:  Possession of a valid certificate of eligibility for Deputy County Sealer of Weights and Measures issued by the California Department of Food and Agriculture. Possession of a valid Class C California driver’s license. Possession of a valid Class B California driver’s license, if required by nature of assignment.

KNOWLEDGE

Principles, practices and techniques of administration; regulations, laws and ordinances relating to the weights and measures division and the office of the Sealer: rules of evidence, investigative techniques and court procedures; modern office methods, practices and procedures; methods and techniques used to verify the accuracy of weighing and measuring devices and the contents of packaged commodities; principles, mechanics, construction, operation and maintenance of weighing and measuring devices.

ABILITY

Plan, assign and supervise the work of others; enforce laws, rules and regulations; interpret and apply the laws, rules and regulations pertaining to weights and measures; lift and carry 50 pounds; lift and carry a 5-gallon container of liquid for a distance of 50 feet; understand and carry out oral and written instructions; gather and analyze data; prepare concise and accurate oral or written reports; analyze situations accurately and take effective action; establish and maintain effective working relationships with others.
