DEFINITION

Under general supervision performs technical and supervisory work in the installation, maintenance and repair of telecommunications systems and equipment including data network terminations and connections; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

An employee of this class is responsible for supervising and participating in the installation, repair and maintenance of telecommunications equipment located in buildings over a wide geographical area within San Joaquin County.

TYPICAL DUTIES

  • Plans, assigns, supervises, schedules, reviews and evaluates the work of staff engaged in the construction, installation, modification, maintenance and repair of telecommunications equipment and services.
  • Trains staff in the installation, repair and service of telecommunications equipment.
  • Confers and coordinates with county departments, outside agencies, vendors, and public utilities regarding the installation and maintenance of telecommunications systems including data network infrastructure requirements.
  • Makes recommendations for new equipment, features and services required to meet the telecommunications requirements of departments.
  • Maintains records associated with the operation of the county's telecommunications system.
  • Maintains inventory of parts and equipment, requisitions additional supplies as needed.
  • Installs, removes and maintains telephone equipment, punch blocks, features, and wiring as required.
  • MINIMUM QUALIFICATIONS

    EITHER PATTERN I

    Experience: Two years as a Telephone Technician in San Joaquin County.

     

    OR PATTERN II

    Experience: Two years of experience in the installation and maintenance of a large digital telecommunications systems, including six months in a supervisory or lead capacity.

    KNOWLEDGE

    Principles and practices of effective supervision and training; diagnoses and repair of failures of telecommunications systems and equipment; practices and methods of installing digital and analog telephone equipment; construction, assembly, repair and operation of electronic telephone equipment; basic concepts of fiber optics, analog and digital microwave systems, personal computer systems.

    ABILITY

    Plan, assign, coordinate and supervise staff in the repair and maintenance of telecommunications equipment and systems; interpret complex schematic diagrams; perform skilled work in the maintenance and repair of complex telecommunications equipment and systems, maintain technical records and prepare reports, follow written and oral directions, use a personal computer for word processing, spread sheets, remote diagnostics and telephone switch data base changes, establish and maintain effective working relationships with vendors, governmental and other agencies, work independently, locate, identify and repair telephone equipment, telephone and data wiring failures.

    PHYSICAL/MENTAL REQUIREMENTS

    Requires the ability to drive, sit, stand and walk for extended periods of time; ability to bend, stoop, push, pull and reach overhead; manual dexterity sufficient to operate a keyboard; ability to climb ladders and stairs; vision sufficient to meet color guidelines; employees may be required to lift and carry materials and supplies weighing up to 50 pounds.
