Personnel Technician (#RB5002)



DEFINITION

Under general supervision performs sub-professional technical work in various areas of personnel management; and does related and other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

Employees in this class assist professional personnel staff in a full range of technical duties in the County Personnel Division and in large County departments with allocated professional personnel staff.  Employees may also be assigned to the personnel-payroll units of other major County departments to perform central personnel functions as delegated and the personnel-payroll-related functions of departmental operations.

TYPICAL DUTIES

  • Assists in preparing job announcements, advertising, recruitment brochures and other recruitment forms; disseminates recruitment and other information regarding County employment; participates in job fairs and other recruitment activities.  
  • Assists in developing employment examinations and validity data; arranges and participates in oral and performance examinations; proctors examinations.  
  • Assists in job classification studies; assists in preparing specifications; assists in job audits; researches and gathers related data.  
  • Assists in collecting salary and employment benefits data; conducts a variety of telephone and mail surveys and prepares routine replies.  
  • Provides liaison between County Personnel and management staff of operating departments; assists in preparation, submission and completion of personnel requisitions; assists in determining staffing needs and options for resolving; assists on interpretation of Civil Service Rules and other personnel related regulations; assists in processing of employee disciplinary actions; assists in preparing and processing personnel related documents and forms.  
  • Assists in reviewing and screening employment applications and determining applicant eligibility; may contact and interview applicants for clarification and additional information; performs follow-up processing and notifications.  
  • Assists managers in departmental payroll and personnel record-keeping functions; may review and process personnel transaction documents; may process and review payroll records and certifications; compiles reports and statistics of payroll activities.  
  • Assists in developing and presenting employee training, orientation and recognition programs; provides information on personnel, payroll and benefits programs and procedures; assists in affirmative action programs and activities.  
  • May schedule, train, review work and evaluate assigned support staff; may assist in employee selection.  
  • Assists in developing and maintaining record-keeping systems; prepares reports of activities; prepares correspondence.  
  • May perform routine and advanced clerical duties including typing computer operation, filing, data recording and operation of office machines.  
  • May assist departmental managers in routine organizational planning and development and program control. 
  • MINIMUM QUALIFICATIONS

    Experience:  Three years of responsible clerical work, at least one year primarily involved in processing personnel related documents and interpreting and applying regulations of a technical personnel nature.

     

    Substitution Possession of a bachelor’s degree from an accredited college in public or business administration or a closely related field may be substituted for the required experience.

    KNOWLEDGE

    Basic principles and practices of personnel management; basic functions of a personnel department; principles and practices of office management and functions; principles and methods of data gathering a presentation; language mechanics; principles and practices of employee supervision and training; principles and methods of public relations and basic interviewing techniques.

    ABILITY

    Read and comprehend technical written material; express self effectively orally and in writing; supervise and train employees; coordinate work between various units; apply basic statistical and mathematical concepts; establish and maintain effective working relations with a wide variety of co-workers, officials and employees; learn basic software and operate basic word processing equipment.
