DEFINITION

Under general supervision, coordinates the use of volunteers to supplement services provided by staff of the Department of Health Care Services and its contract providers; participates in the Department's Community Relations Program; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

An employee in this single position class has primary responsibility for coordinating and monitoring volunteer services within the Department of Health Care Services, including San Joaquin General Hospital and Mental Health and Substance Abuse Programs. Responsibilities extend to participation in the Department's Community Relations Program. Supervision is received from the Community Relations Coordinator.

TYPICAL DUTIES

  • Plans, develops and monitors volunteer programs operated directly by the Department of Health Care Services or through contract with other community agencies; coordinates volunteer activities with similar programs in other County agencies and private organizations in the community.
  • Surveys Health Care Service programs to determine needs which may be met by volunteers and determines qualifications required of volunteer workers to fulfill specific service needs.
  • Plans, develops and implements volunteer recruitment programs; develops screening techniques, assesses capabilities and makes assignments of volunteers on the basis of individuals' interests, abilities and program needs.
  • Plans and conducts workshops to orient and train new volunteers; may design and direct in-service training programs; participates in the training of departmental staff in the use of volunteers.
  • Plans, develops and implements programs to ensure day-to-day direction for volunteers; compiles and manages work schedules; maintains necessary records.
  • Assists in department community relations activities designed to communicate information on the services, goals, philosophies, and activities of the department to the community, physicians, and employees.
  • Prepares correspondence, newsletter articles, and brochures; keeps records.
  • May provide information to the news media regarding the department; may prepare news releases; may assist in making arrangements for television or radio coverage of department events as appropriate.
  • Attends meetings and participates on committees as assigned.
  • Assists in planning and implementing special health care service and employee recognition events.
  • MINIMUM QUALIFICATIONS

    Education: Graduation from an accredited four year college or university with a major in social or behavioral science, journalism, public relations or a related field.

     

    Experience: One year of paid experience in recruiting, selecting, training and placement of volunteer workers.

     

    Substitution: Additional qualifying experience may be substituted for required education on a year-for-year basis.

     

    License:  Possession of a valid California driver’s license.

    Communicate verbally and in writing; establish and maintain cooperative relationships with other departmental staff, other agencies, and the public; plan, organize and direct a County-wide volunteer program; prepare and make effective written and verbal presentations.
