Chief Deputy Director Development Services (#EE2100)
DEFINITIONUnder administrative direction, performs administrative work by directing all aspects of the County's land-use process; serves as key policy advisor to the Director; acts for the Director in his absence; does related work as required. CLASS CHARACTERISTICSAn employee in this class is the administrative head of a group of Divisions within the Planning & Building Inspection Department including the Development Services Division. The incumbent is responsible for directing the work of a multi-disciplined staff of planners, engineers, and environmental health specialists, as well as support personnel. This class is exempt from Civil Service. TYPICAL DUTIESPlans, organizes and directs the activities of divisions of the Planning and Building Inspection Department including the Division of Development Services; selects, trains, and evaluates immediate subordinates.
Evaluates development applications and conditions of land-use permits. Approves and authorizes land-use permit applications reviewed by staff; develops recommendations for land-use applications to public hearing bodies; resolves complex application issues.
Develops and implements improvements in economy, efficiency and quality of work in organization, operations, and services; expedites application processing procedures.
Serves as key advisor to the Director on the establishment of department policies.
Participates in the preparation and administration of the Division budgets.
Represents division at meetings and conferences.
Prepares and reviews correspondence and reports.
Acts for the Director in his absence.
MINIMUM QUALIFICATIONSEducation: Graduation from an accredited college or university with a major in urban or regional planning, public administration, geography; architecture architectural engineering, landscape architecture, economics, ecology, or related field. Experience: Five years of supervisory experience in a professional planning operation which included responsibility for policy recommendation, interpretation and implementation. Substitution: A Masters’ Degree in any of the accepted fields may be substituted for one year of experience.
KNOWLEDGEThe methods and techniques of regional planning and land-use development; legal procedures in connection with County planning and land-use; civil engineering, economics, sociology, and architecture as they apply to regional planning and land-use development; national, state, and local laws relating to planning procedures; programs of governmental and private agencies affecting community planning and land-use development. ABILITYPlan and supervise the work of professional and technical personnel; speak effectively before large public gatherings; establish and maintain effective working relationships with county and public officials and the general public; express ideas effectively, orally and in writing.
