Definition

Under policy direction of the Superintendent and Board of Education, the Chief of Staff directs all major academic support departments in compliance with applicable federal, state and local laws, rules and regulations related to specific funding sources; recommends policies and procedures to maximize resources available for academic support programs; and provides leadership for implementation and evaluation of services to ensure achievement of District goals and objectives related to student achievement and fiscal responsibility.

Distinguishing Features

The Chief of Staff reports directly to the Superintendent of Schools and is distinguished by its responsibility as a cabinet member with full authority for planning, directing and evaluating all academic support departments and initiatives to facilitate the achievement, mission and goals of the District. The Chief of Staff directly coordinates cooperative relationships among business support and academic support departments. The Chief may be assigned to act for the Superintendent in his/her absence.

Supervision Exercised

This class supervises managerial, professional and technical staff, consultants and interns engaged in academic support programs and District-wide initiatives.

Examples of Important and Essential Duties

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code (class) and are not intended to be an inclusive list.

1. Directs and manages professional staff engaged in academic support departments and District-wide initiatives, including the educational placement center, translation department, parent relations division, screening and assessment programs, research and evaluation department, and the Dream School Initiative, to meet the mission, goals and objectives of the Superintendent and the Board of Education.

2. Directs the allocation of division resources, including the preparation of the division budget, to achieve goals and objectives; adjusts plans and programs to address new and emerging programs, policies, and expectations.

3. Ensures compliance with federal, state, and local legislation, laws and regulations; identifies impact of legislative changes on District operations and compliance efforts in academic support programs.

4. Collaborates with executive staff and school administrators in District-wide educational initiatives to ensure achievement of academic success; implements collaborative methods, teams, and structures to facilitate increased effectiveness; ensures coordination of divisional activities with other units' defined priorities.

5. Establishes and maintains liaison with agencies, departments and representatives of the State of California, community advisory groups, parents and families, and other interested public groups and officials; serves as a spokesperson to the Board of Education and the community regarding academic support matters; represents the Superintendent and the District in governmental, legislative, family, and community meetings, as well as to the media.

Knowledge, Skills and Abilities

Knowledge of:  Federal, state and local regulations and provisions, including San Francisco Board of Education policies and administrative provisions, California Education Code, California Department of Education program guidelines and advisories, state and federal funding programs and requirements; weighted student formula/site-based budgeting; and effective methodologies for managing organizational change and initiating key innovations.

Ability to:  Provide successful leadership within a large and culturally diverse public school district with regard to academic support program implementation and evaluation; ensure educational support programs maintain compliance with relevant legislation and funding guidelines; prepare recommendations for program development or modification and the design and implementation of District-wide initiatives; interpret and apply complex rules, regulations, policies and procedures; oversee the development and delivery of in-service training programs necessary for effective program implementation; communicate effectively, both orally and in writing; represent the office of the Superintendent and the District before a variety of regulatory boards and agencies, community groups, and District administrators and employees; establish and maintain cooperative relationships with diverse groups and individuals, including community-based organizations, parent and community groups, and District administrative staff and employees; collaborate with District administrators to ensure the delivery of effective central office academic support programs and services to schools; and operate standard computer equipment and software. 

Experience and Training

1. Master's degree in education, public administration, business administration or related field; AND

2. Eight (8) years of successful senior-level experience in academic support program administration and policy analysis in a public educational setting; OR

3. An equivalent combination of education and experience providing the required skill and knowledge for successful performance, including for example a PhD in Education.

Disaster Service Workers
