Definition

Under policy direction of the Superintendent and the Board of Education, the Chief of Policy and Planning directs the analysis, design, monitoring and coordination of educational and operational support plans, policies and programs in compliance with applicable federal, state and local laws, rules and regulations related to specific funding sources; recommends policies and procedures to maximize resources available for educational programs; and provides leadership for implementation and evaluation of services to ensure achievement of District goals and objectives related to student achievement and fiscal responsibility.

Distinguishing Features

The Chief of Policy and Planning reports directly to the Superintendent of Schools and is distinguished by its responsibility as a cabinet member with full authority for designing and recommending educational and operational support plans, policies and initiatives necessary to achieve the mission and goals of the District.  The Chief may be assigned to act for the superintendent in his/her absence.

Supervision Exercised

This class supervises professional and technical staff, consultants and graduate interns engaged in policy analysis and planning activities.

Examples of Important and Essential Duties

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code (class) and are not intended to be an inclusive list.

1. Plans, directs and coordinates the District's policy analysis, planning, and program evaluation efforts to ensure compliance with state, federal and local legislation, and achieve the mission and goals of the District; provides administrative direction to executive staff and administrators in the assessment and monitoring of progress toward achievement of goals and objectives.

2. Directs and manages professional staff engaged in District-wide planning efforts, policy analyses and program development activities; oversees the development and preparation of policy recommendations and strategic plans; designs new programs and initiatives; and identifies strategies to facilitate implementation efforts to meet District needs and objectives, as well as maximize and secure funding.

3. Directs the allocation of District resources, including the preparation of the District budget, to achieve goals and objectives; adjusts plans and programs to address new and emerging programs, policies, and expectations.

4. Reviews existing and proposed federal, state, and local legislation to assure District compliance with law and regulations; recommends preparation, modification or support of legislative measures; identifies impact of legislative changes on District operations and compliance efforts.

5. Directs the preparation of narrative and statistical reports, records and memoranda to assist administrators and Board commissioners in effective decision making; provides technical expertise, information and assistance to the Superintendent and executive staff in the formulation and development of programs, policies and procedures.

6. Collaborates with executive staff and school administrators in District-wide comprehensive planning and policy implementation to ensure achievement of academic success and financial stability; implements collaborative methods, teams, and structures to facilitate increased effectiveness; ensures coordination of divisional activities with other units' defined priorities.

7. Establishes and maintains liaison with agencies, departments and representatives of the State of California, City and County of San Francisco, bond rating organizations, community advisory groups, and other interested public groups and officials; serves as a spokesperson to the Board of Education and the community regarding policy analysis and planning matters; represents the Superintendent and the District in governmental, legislative and business community meetings, as well as to the media.

Knowledge, Skills and Abilities

Knowledge of:  Federal, state and local regulations and provisions, including San Francisco Board of Education policies and administrative provisions, California Education Code, California Department of Education program guidelines and advisories, state and federal funding programs and requirements; weighted student formula/site-based budgeting; principles and techniques of governmental financial management; and effective methodologies for managing organizational change and initiating key innovations.

Ability to:  Provide successful leadership within a large and culturally diverse public school district with regard to program planning and policy development; design, implement, monitor and evaluate educational and support programs in compliance with relevant legislation and funding guidelines; oversee research and data analysis activities and the preparation of comprehensive narrative and statistical reports; prepare recommendations for program development or modification; interpret and apply complex rules, regulations, policies and procedures; develop and conduct in-service training programs necessary for effective program implementation; communicate effectively, both orally and in writing; establish and maintain cooperative relationships with diverse groups and individuals, including community-based organizations, parent and community groups, and District administrative staff and employees; collaborate with District administrators to ensure the delivery of effective central office services to schools and administrative support departments; and operate standard computer equipment and software. 

Experience and Training

1. Master's degree in education, public administration, business administration or related field; AND

2. Eight (8) years of successful senior-level experience in program administration and/or policy analysis in an educational setting; OR

3.  An equivalent combination of education and experience providing the required skill and knowledge for successful performance, including for example a PhD in Education.

Disaster Service Workers
