Definition

Under policy direction of the Superintendent, the Chief Facilities Officer has responsibility for planning, developing, maintenance, operations, construction and other activities of the San Francisco Unified School District.

Distinguishing Features

The Chief Facilities Officer reports directly to the Superintendent of the SFUSD. This class is distinguished by its responsibility to act as senior executive with full management and administrative responsibilities for administering the Facilities and Planning division's goals of the District. The chief may be assigned to act for superintendent in his/her absence.

Supervision Exercised

This class supervises management and professional staff and manages additional staff through subordinate managers and supervisors.

Examples of Important and Essential Duties

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this class and are not intended to be an inclusive list.

1. Develops and implements facility goals and policies, including the short-term and long-range strategic plans.

2. Directs and oversees maintenance of approximately 135 school sites and administrative facilities.

3. Ensures the efficiency and effectiveness of organizational staffing patterns, service levels, and administrative systems.

4. Directs the identification and analyses of opportunities for service enhancements.

5. Provides consultation and advice to functional managers.

6. Directs the development and monitoring of the operational and capital program budgets, including the allocation of staff resources and materials.

7. Collaborates with District administrators to promote comprehensive planning and policy implementation for the safe and efficient operation of school facilities and services.

8. Monitors compliance with all applicable laws, ordinances and regulations.

9. Provides consultation and advice to the Board of Education, citizens' oversight committees, and site councils.

10. Prepares and presents reports regarding facilities.

Knowledge, Skills and Abilities

Knowledge of:  Principles, techniques, and methods to lead in the management of a large, complex organization, particularly in the areas of operations and facilities management.
 
Ability to:  Manage organizational change and collaborate with other administrators and agencies to deliver efficient, effective operational support to schools; and the ability to communicate effectively and persuasively in a written and oral manner.

Experience and Training

1. Possession of Bachelor's or Master's degree in Business Administration, or closely related field; AND

2. Five (5) years of successful experience in a senior management position with responsibility for operations and facilities management; OR

3. An equivalent combination of education and experience providing the required skill and knowledge for successful performance.
