Definition

Under broad policy direction, incumbents in these positions function at the executive management level in the Municipal Transportation Agency and are responsible for the overall direction and administration of a medium-sized complex division/department of the Agency.  Incumbents plan and direct all functions and activities of the division/department; direct the development and implementation of policies, goals and objectives; manage organizational changes; ensure the enforcement of all applicable laws, ordinances and regulations; prepare and present reports to the Executive Director of Transportation and the Municipal Transportation Agency Board of Directors on activities, issues and needs of the division/department; and perform related duties as assigned.

Distinguishing Features

Deputy Directors function at the highest level of Agency management and provide executive direction to subordinate managers responsible for major program areas.  Incumbents make critical decisions impacting the effective functioning of the Agency and the provision of public transit, parking and traffic services to the citizens of San Francisco.

Examples of Important and Essential Duties

Examples of Important Duties and Responsibilities:

1.  Oversees all functions of a division/department of the Municipal Transportation Agency; consults with and provides direction to subordinate managers regarding activities and operations of their functional areas; ensures the enforcement of all applicable laws, ordinances and regulations.

2.  Directs the development and implementation of division/department goals, strategic plans, policies, procedures and work standards for assigned area of responsibility; assists in the development, preparation and modification of short-range and long-range Agency plans, programs and strategies.

3.  Monitors the organizational structure, service levels and administrative systems required to accomplish the mission of the Agency in an effective and efficient manner; directs the identification and analysis of opportunities for service enhancements.

4.  Confers and negotiates with local, regional, state and federal agencies regarding regulations, legislation, policies and fund programming affecting the assigned division/department; maintains good working relationships with policy-making representatives of City and other governmental and regulatory agencies; confers and negotiates with City administrative officials, City Attorney, public representatives, and others regarding issues of assigned division/department.

5.  Represents the Agency and the Executive Director before legislative bodies, administrative officials, public agencies, community groups, labor organizations, technical and transportation industry organizations, and the general public regarding transit system and parking and traffic services and activities; makes presentations to the Municipal Transportation Agency Board of Directors, and other boards, commissions and legislative bodies.

6.  Directs the development and implementation of the division/department budget; directs and monitors expenditures in accordance with the approved budget; assists in the determination of Agency resource allocation and levels of service.

7.  Performs related duties as assigned.

Knowledge, Skills and Abilities

Knowledge of:  operations and methods of managing assigned division/department functions; principles and practices of public administration and financial management; organizational and management principles and practices; principles and practices of labor relations; federal, state and local rules and regulations pertaining to activities and functions of assigned division/department.

Ability to:  apply the principles and practices of public administration, financial and personnel management; direct subordinate managers engaged in diverse activities; exercise administrative ingenuity, adaptability and judgment in assessing highly specialized proposals with difficult, complicated choices of action; make recommendations and present them effectively to the Executive Director and the Board of Directors; perform and oversee complex and difficult negotiations to effectively resolve issues and problems; use tact, discretion and diplomacy in dealing with extremely sensitive situations; remain calm and provide guidance to managers in crisis situations; establish and maintain effective working relationships with government officials, Agency staff and members of other departments and agencies; deal tactfully and effectively with high-level representatives of Federal, State, local and regional agencies; effectively represent the Agency before boards and commissions in public meetings and hearings; present facts clearly and concisely orally and in writing; and direct the preparation of a variety of complex reports.

Experience and Training

Experience and Training Guidelines:  The minimum qualifications for exempt classifications are determined by the appointing authority to meet the operating needs of the Agency.  Any combination equivalent to experience and training that would provide the desired knowledge, skills and abilities would be qualifying.
