Definition

Under administrative direction, incumbents in this class manage one or more units or program areas of varying size and complexity in the Municipal Transportation Agency.  Incumbents typically manage units performing complex related functions or services; coordinate and administer unit/program area budget; assume overall responsibility for organizing and directing the work of subordinate staff; and perform related duties as assigned.

Distinctions between class levels in this management series are based on a variety of factors including the program's complexity, sensitivity and/or size; the manager's level of authority; decision-making responsibility; working relationships; level of supervision exercised; level of required knowledge, skills, and abilities; and the nature and scope of duties. 

Decisions at this level typically involve allocation of resources, delegation of authority, and deployment of existing staff, and impact the effective functioning of the unit and related sections.  Incumbents develop policies and/or procedures affecting provision and delivery of services and interact with other managers and staff to solve problems involving confidentiality, sensitivity or conflict that require interpretation of and application of policy.

Supervision Exercised

Managers in this class typically manage supervisors of clerical, maintenance, and/or technical employees.

Examples of Important and Essential Duties

1. Manages programs, operational activities, or projects of assigned unit or program area; works with other managers and staff to evaluate and implement goals, responsibilities, policies and procedures of the functional area; provides management advice to top-level administrative authority.

2. Supervises, monitors and evaluates the activities of staff and/or coordinates and monitors the work of consultants and contractors working for the Agency; establishes performance requirements and development targets; takes appropriate steps to improve performance, including coaching or training; and takes disciplinary action in accordance with Agency policies and procedures.

3. Coordinates the delivery of services; develops performance measures; and manages productivity to improve operations and services; participates in the identification, analysis and resolution of problems, issues and conflicts pertaining to the provision of Agency services.

4. Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major Agency priorities.

5. Prepares, coordinates and administers budget for unit/program area; monitors expenditures; provides senior management with practical options and recommendations regarding potential cost over-runs or other budget issues; and participates in other budget-related activities.

6. Prepares or directs the preparation of reports, memoranda, and correspondence; makes presentations.

7. Assists in developing and implementing operational policies to ensure the efficient operation of the Agency.

Knowledge, Skills and Abilities

Knowledge of:  principles and practices of organization, administration, fiscal and personnel management; Federal, State and local laws, rules and regulations pertaining to assigned area of responsibility.

Ability to:  manage, plan, organize, and direct the activities of assigned area of responsibility; plan, organize, coordinate and direct projects and programs and work of consultants/contractors; select, supervise, train, motivate, evaluate, and counsel staff; define problem areas and evaluate, formulate and implement appropriate solutions to complex issues and problems; develop policies and procedures to improve the operations and functions of assigned area of responsibility; deal tactfully and effectively with staff, government officials, and the general public; present facts clearly and concisely orally and in writing; and prepare and present comprehensive reports.

Experience and Training

The minimum qualifications for exempt classifications are determined by the appointing authority to meet the operating needs of the Agency.  Any combination equivalent to experience and training that would provide the desired knowledge, skills and abilities would be qualifying.
