Definition

Under general direction, the Emergency Planning Coordinator plans, develops, implements, and evaluates a comprehensive emergency operations plan for a City department for natural and manmade disasters; may serve as the departmental liaison with the City and County of San Francisco Office of Emergency Services.

Distinguishing Features

The Emergency Planning Coordinator is an entry-level classification and is distinguished from the 9247 Airport Emergency Planning Coordinator by the latter's responsibility for all aspects of emergency preparedness at a major airport and the unique problems which can occur at an airport. Positions require working overtime and/or on weekends and holidays in emergency situations; may require working in inclement weather and driving or walking to remote locations to inspect various water department facilities.

Examples of Important and Essential Duties

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this class and are not intended to be an inclusive list.

1. Plans, researches, develops, implements, evaluates, and maintains a comprehensive emergency operations plan for a City department for natural disasters such as fire, earthquakes, and floods and for manmade emergencies including major accidents, terrorist activity, and other catastrophic events.

2. Plans, designs, and executes emergency response exercises and training for departmental personnel and evaluates the efficacy of training and exercises.

3. Maintains and updates information such as emergency phone, contact, and services listings and keeps appropriate records concerning assignment of employees to emergency response teams and the teams' responsibilities; uses computer programs to create flow charts, organization charts, and spread sheets.

4. Assists in maintaining readiness of emergency operations facilities, equipment, and personnel.

5. Integrates various existing emergency preparedness and operations plans and procedures, pre-disaster response and mitigation programs with community and other government agencies.

6. Assists in evaluating resource requirements and coordinating activities of all affected bureaus of the department during disaster operation.

7. Coordinates post-disaster response evaluation, recovery, incident reports, and, in some cases, works with outside agencies for reimbursement.

8. Develops and maintains databases on relevant matters such as public buildings damage assessment and emergency skills of departmental personnel.

9. Performs administrative duties such as writing reports, assisting in preparing budgets, and assisting in performing research for grants proposals.

10. Assists in preparing the communication systems to respond to emergency situations by developing emergency protocols and training staff in the protocols and in the use of the systems in an emergency.

11. Drives a vehicle in the course of work.

12. Performs related duties as required.

Knowledge, Skills and Abilities

Knowledge of: Local, state, and federal laws and regulations regarding emergency services, disaster response, recovery, and mitigation; planning, development, implementation, and assessment of emergency management programs and response strategies relative to natural and manmade disasters.

Ability to: Coordinate various emergency preparedness and response activities across organizational lines; communicate effectively orally and in writing; train others in emergency response procedures and develop and conduct simulated drills and exercises; work under considerable pressure and stress in emergency situations; identify and recommend appropriate solutions to problems (decision making); and promote, establish, and maintain effective working relations with others.

Experience and Training

1. Possession of a baccalaureate degree from an accredited college or university with major course work in business administration, public administration, or a closely- related field and two years of verifiable professional work experience in the planning, development, maintenance, and implementation of emergency preparedness and response management programs.

2. Possession of a current valid California driver license.

3. Additional qualifying work experience may substitute for college education on a year- for-year basis.

License or Certificate

1. Possession of a current valid Class C Driver's License.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
