Definition

Under direction, the plan checker is responsible for:  reviewing, checking and inspecting construction documents including plans and specifications for construction of new buildings, alterations, and city infrastructure improvements to ensure compliance with prevailing codes such as plumbing codes and public works codes, subdivision regulations, ADA standards, hazardous materials/abatement; department procedures and policies; making regular contacts with architects, engineers, building contractors and other city departments of plans checked and corrections and revisions made thereto; and performs related duties as required.

Distinguishing Features

The 6262 Plan Checker is the entry level in this series.  This job code is distinguished from the 6266 Senior Plan Checker by the latter's supervisory responsibility and responsibility for performing the more difficult work involved in the review, checking and inspection of construction plans and documents.

Examples of Important and Essential Duties

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties as assigned to this job code and are not intended to be an inclusive list.

1. Reviews, checks, and inspects construction documents for construction of new buildings, alterations, and infrastructure improvements to determine compliance with applicable codes.


2. Communicates with contractors, architects, engineers, other City agencies, and general public orally and in writing to discuss compliance of plans, documentation, and specifications with appropriate codes.


3. Explains and interprets existing codes, regulations, and other ordinances concerned with construction or alterations to provide the public with information on mandatory procedures and requirements.


4. Provides data for monthly reports which support recommendations for revisions and monitors bureau's procedural policies.


5. Recommends revisions to plans and specifications when needed for compliance with codes.


6. Maintains and updates record documents such as as-built/record drawings.


7. Drives a vehicle to meetings, job sites.


8. Recommends code revisions as necessary.


9. Performs related duties as required.

Knowledge, Skills and Abilities

Knowledge of : codes, regulations, and ordinances pertaining to code enforcement such as plumbing codes, public works codes, subdivision regulations, ADA standards, hazardous materials/abatement; general construction methods and materials; and design and construction types.

Ability to: read, understand, interpret and explain engineering plans and specifications; deal courteously and effectively with professional engineers, architects, building contractors, and the general public; write specifications and constructability analysis, reports, correspondence, recommendations; apply knowledge of the various codes to effective plan checking.

 

Experience and Training

1. Possession of a baccalaureate degree in architecture or engineering from an accredited college or university.
2. Two years of verifiable experience in design, plan checking/review, preparation or preliminary and final work drawings and specification preparation.
3. Possession of a valid California driver's license.

Substitution:  Additional qualifying verifiable work experience may be substituted for the degree requirement on a year-for-year basis.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
