Definition

Under administrative direction of the Chief Facilities Officer, the Director of Facilities Design and Construction assumes responsibility for the planning, coordination and management of the design and construction for the modernization and reconstruction of the District's facilities, including schools and administrative offices and buildings.

Distinguishing Features

The Director of Facilities Design & Construction reports directly to the 9987 Chief Facilities Officer of the San Francisco Unified School District. This position is distinguished by its responsibility to act with management and administrative responsibilities for administering the Facilities Design & Construction department's goals of the District.

Supervision Exercised

This position supervises professional and technical staff, and oversees related contracts.

Examples of Important and Essential Duties

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code (class) and are not intended to be an inclusive list.

1. Develops and implements SFUSD facility goals and policies, including the short-term and long-range strategic plans, Facility Master Plan, ADA plan and other planning documents as required.

2. Develops and implements the District's 5-year deferred maintenance plan, coordinates the deferred maintenance construction activities with the Department of Buildings and Grounds and schedules the design and construction of this work.

3. Manages and Directs the Districts ADA Access Compliance design and construction program under the provisions of the Lopez ADA judgment and supervises the District ADA coordinator and staff.

4. Coordinates and organizes design, construction, reconstruction, alteration and relocation of school facilities including the construction of new school facilities, portable classroom buildings and other District facilities; coordinates with and assists the Facilities Capital Bond Program Manager and Bond program staff as required.

5. Prepares and manages the budget and expenditures for the Facility Design and Construction Department and assists with all accounting and audit requests.

6. Manages the implementation of the design, construction, inspection and project close out of a wide range of District construction projects, enforces as-built drawing requirements and updates and maintains the District construction plan room.

7. Prepares a variety of reports related to the progress of planning, design and construction projects and may make periodic presentations of those reports. 

8. Coordinates with the Office of Public School Construction, the Division of the State Architect, the City and County of San Francisco and other public agencies as directed by the Chief Facilities Officer.

9. Selects, supervises and evaluates the performance of division personnel; develops and implements staff development programs.

10. Ensures the efficiency and effectiveness of organizational staffing patterns, service levels, and administrative systems and directs the identification and analyses of opportunities for service enhancements of staff.

11. Collaborates with District administrators to promote comprehensive planning and policy implementation for the safe and efficient operation of school facilities and services.

12. Monitors compliance with all applicable laws, ordinances and regulations.

13. Provides consultation and advice to the Board of Education and others as directed by the Chief Facilities Officer.

 

Knowledge, Skills and Abilities

Knowledge of: Principles, techniques, and methods to lead in the management of a large, complex organization, particularly in the areas of operations and facilities management.
 
Ability to: Manage organizational change and collaborate with other administrators and agencies to deliver efficient, effective operational support to schools; and the ability to communicate effectively and persuasively in a written and oral manner.

Experience and Training

1. Possession of Bachelor's or Master's degree from an accredited college or university in Architecture, engineering, construction management or closely related field and a minimum of three (3) years of successful experience as a Director, Senior Project Manager or other senior level management position with responsibility for operations and facilities management for a K12 public school district.  A professional architect or engineering registration is preferred; OR

2. Possession of a Bachelor's or Master's degree from an accredited college or university in a related field and five (5) years of successful experience as a Director, Senior Project Manger or other senior level management position with responsibility for operations and facilities management for a K12 public school district.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
