Definition

Under general direction, the Human Services Section Manager supervises, plans and coordinates the operations of a program comprised of multiple units involved in providing casework, client management and continuing client investigation and processing services for Human Services programs. Performs other related duties as assigned.

Distinguishing Features

The 2948 Human Services Section Manager is distinguished from the 2969 Human Services Program Manager in that the 2948 class is responsible for the supervision and coordination of multiple units within a defined social service and/or income maintenance program while the 2969 class is responsible for the management and coordination of a social service program, or a program that supports the delivery of social services such as investigations and fraud detection, staff development, or a highly complex special project. The 2969 class is expected to supervise, plan and coordinate the activities and operations of a program or multiple programs or special projects within the Department of Human Services. The 2948 Human Services Section Manager is distinguished from the 2917 Program Support Analyst in that the 2917 class is responsible for highly responsible staff assistance and supervision of administrative activities in the assigned program while the 2948 has line responsibility for multiple units performing social work, employment service or income maintenance duties.

Supervision Exercised

This is a second line supervisor class, which assumes responsibility for a program comprised of multiple units involved in providing casework, client management, continuing client investigation, and/or processing services for DHS programs.

Examples of Important and Essential Duties

“This class specification shall be descriptive of the class and shall not be considered as a restriction on the assignment of duties not specifically listed.” (CSC Rule 109)

1. Manages units or sections and supervises assigned staff responsible for the review and determination of client eligibility for a variety of public assistance programs and/or for providing casework, client management, employment services and social services.

2. Evaluates staff works to solve problems and determine appropriate decisions are made in eligibility determination or social services delivery in accordance with federal, state and local laws.

3. Participates with Program Manager and Deputy Director in the development and implementation of program goals, objective, policies and priorities in order to meet deadlines, program compliance with applicable policies and procedures, program performance measures and meet corrective action demands when needed.

4. Coordinates and participates in program activities and meetings with internal divisions and outside agencies to enhance service delivery, convey program successes and needs to community groups; develop and maintain critical internal and external relationships.

5. Directs the preparation and maintenance of program records, reports, files and statistical information for reporting to top management and to assist with long and short range planning.

6. Reviews and interprets administrative letters, memos, regulations, legislation and manual revisions with staff to ensure continuity of service or benefit delivery among staff and a consistent understanding of policies and procedures.

7. Directs and coordinates the flow of work of staff, including routine assignments and special projects, for completion to ensure required deadlines are met and balanced workload among staff.

8. Participates in the preparation of the program budget, including identifying and justifying staff and equipment needs to ensure appropriate resources are available to meet job expectations.

9. Participates in the recruitment and selection of staff to ensure the most qualified staff are hired to meet program needs, by recommending recruitment sources, serving on interview panels and developing selection tools such as interview questions and written exercises.

10. Writes policies, procedures, memos and other correspondence as required.

Knowledge, Skills and Abilities

Knowledge of: pertinent Federal, State, and local laws, codes and regulations related to eligibility determination and social service delivery for various DHS programs; departmental policies, procedures and terminology associated with the services provided by the Department; advanced interviewing and investigative techniques; current literature and other resource information regarding social services literature/studies, community resource development and professional social work practice; methods and techniques used in crisis intervention and problem solving; socio-economic and cultural factors; dynamics of aging, adult dependency and loss; and advanced management and supervisory techniques.

Ability to: train and direct supervisors and staff; speak clearly, concisely and logically; promote and maintain cooperative working relationships with all internal and external contacts; recognize potential or existing conflict and apply appropriate techniques to resolve problems; interpret and apply appropriate laws, rules and regulations and Departmental policies and procedures; evaluate the work environment; exercise sound judgment in the performance of duties; plan, organize and coordinate the work of self and others; effectively manage time to ensure deadlines are met; and to understand and perform basic computer applications.

Experience and Training

1. Possession of a Master’s Degree in Social Work (MSW), or Counseling and other related fields from an accredited college or university or a Marriage Family Therapist License (MFT) and two years of verifiable supervisory experience equivalent to classes 2907 Eligibility Worker Supervisor, 2909 Hospital Eligibility Supervisor, 2914 Social Work Supervisor, 2915 Program Specialist, 2917 Program Support Analyst, 2944 Protective Services Supervisor, or 9705 Employment and Training Specialist IV in the City and County of San Francisco; OR

2. Possession of a Bachelor’s Degree in Social Work, or Counseling and other related fields from an accredited college or university and three years of verifiable supervisory experience equivalent to classes stated under minimum qualification # 1; OR

3. Seven years of verifiable supervisory experience equivalent to classes stated under minimum qualification #

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
