Under general direction, plans, coordinates, and directs the operations of multiple automotive/transit vehicle parts storerooms. 

Distinguishing Features

This job code is the highest-level supervisor in this series.    This job code is distinguished from 1935 Principal Parts Storekeeper, in that the latter is the second-level supervisor in the series.  Positions in this series are also distinguished from the Storekeeper series, in that the Parts Storekeeper positions perform duties specifically related to automotive, transit and other vehicle parts and related materials.

Examples of Important and Essential Duties

According to Civil Service Commission Rule 409, the duties specified below are representative of the range of duties assigned to this class, and are not intended to be an inclusive list.

1.        Plans, assigns, supervises, reviews, and evaluates the work of subordinate storeroom supervisors assigned to various vehicle maintenance facilities.

2.        Ensures that supervisory staff receives training related to storeroom policies and methods, hazardous materials handling, facilities and equipment safety, emergency response procedures, supervisory skills, and human relations.

3.        Enforces compliance with established policies and procedures, including safety requirements and security policies/procedures; monitors proper storage of parts/ materials and maintenance of required housekeeping standards; directs corrective action when appropriate.

4.        Monitors the operation of parts issue counters by different methods such as visual inspection, walk-throughs, on-site visits, management meetings, review of supervisory and computer generated reports; ensures, through subordinate supervisors that parts counters are properly staffed and provided with updated reference materials and parts manuals.

5.        Reviews and analyzes facility planning, design, and space utilization in relation to the physical characteristics, equipment requirements, and movement of stock in multiple parts storeroom locations; establishes, schedules and supervises the transfer and issuance of inventories between storerooms; plans, develops and implements improvements to the operational efficiency of storerooms.

6.        Supervises and coordinates the review, analysis, and evaluation of the accuracy of stock item and stock location records against actual storerooms stocks, and directs corrective action when appropriate; plans and directs periodic and as-required storeroom  inventories in conjunction with materials support staff; oversees the generation and submission of related reports utilizing related computer systems.

7.        Develops, recommends, and implements storeroom policies and procedures and appropriate performance measurement criteria for storeroom operations and personnel.

8.        Reviews, analyzes, and evaluates staffing levels, recommends changes as required; develops, administers, and manages budget to support the budget goals, utilizing related computer systems and other reports related to storeroom budget.

9.        Analyzes and interprets materials management reports and information provided by an automated materials management system, and other related computer systems; initiates or recommends appropriate actions.

10.      Communicates and interacts with vendors, co-workers, maintenance staff, subordinate personnel, supervisors, other city employees, etc. on various activities; and interfaces with maintenance management to resolve parts and materials support problems, to develop and establish procedures, to participate in materials requirements planning, and to develop materials support procedures.

11.      Drives non-revenue vehicles as required; may operate related materials handling equipment, as required.

12.      Performs related duties and responsibilities as assigned.

Knowledge, Skills and Abilities

Knowledge of: methods, procedures, systems, and equipment commonly used in automotive/transit parts storekeeping and warehousing operations, including the use of the automated materials management system and other related computer systems; the enforcement of established safety requirements, security policies, hazardous materials handling guidelines, emergency response procedures, etc. associated with storeroom, workplace, and employee safety.

Ability to: analyze situations and recommend appropriate courses of action; plan, implement, and enforce policies and procedures; review and analyze facility planning, design, and space utilization; develop, administer, and evaluate budgets; analyze and interpret information provided by an automated materials management system and recommend appropriate action; plan, assign, supervise, review, and evaluate the work of subordinate storekeeping supervisory personnel assigned to various vehicle maintenance facilities; develop, implement, and monitor performance measurement criteria for storeroom operations and personnel and initiate appropriate corrective actions; develop and oversee staff training programs; communicate in a clear and concise manner with a wide variety of personnel, including vendors, co-workers, maintenance staff, subordinate  personnel, supervisors, and other city employees, listen with comprehension, and interpret and disseminate policies and procedures; communicate effectively in writing; working with staff, supervisors, vendors, other city departments and personnel, etc.; read, understand, write, and develop memos, reports, procedures, policies, proposals, data and operational reports etc.; utilizing related computer systems; promote, establish, and maintain effective working relationships with vendors, coworkers, supervisors, subordinates, customers and other city department personnel; and drive as needed.

Experience and Training

Six years of experience as an automotive/transit parts storekeeper in a storeroom or warehouse, with responsibility for the receipt, inspection, rotation, storage, inventory, ordering and issuance of a wide variety of automotive/transit vehicle parts; of which four years of experience must have been as an automotive/transit vehicle parts supervisor. 

Notes

Special Requirements: May involve occasional exposure to hazardous materials such as diesel fumes, solvents, dust, adhesives, and aerosols; may also require the operation of vehicles and equipment used in materials handling, such as pallet jacks and forklifts.

NOTES: 1. Appointees to the position may be required to successfully complete the National Safety Council Forklift Truck Operators training course, conducted by the department. 2. Employees will be required to demonstrate proficiency in parts catalog usage, storeroom procedures, and materials handling equipment operation.

Disaster Service Workers

Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
