Definition

Under administrative direction, acts as a principal staff assistant to the Executive Director, Retirement System. Positions in this class are assigned to an area of responsibility in either administration support of Retirement System departmental functions, or management operation of the City's Deferred Compensation Program. The essential job functions include acting as a liaison between senior staff, the public, and departmental personnel for the Executive Director; managing the office of administration including preparation of the Retirement Board calendar and minutes, Board travel and correspondence, and Board elections; overseeing the disability retirement and deferred compensation program; assisting in the planning, development, and implementation of departmental procedures; overseeing building maintenance and real estate problems; coordinates support services for the department; and performs related duties as required.

Distinguishing Features

These positions provide staff assistance and advice to the Executive Director on administrative matters; performs investigations, research studies, and special projects; evaluates major administrative problems, new programs, activities, services, and revamping of current programs, and recommends solutions within assigned area of responsibility. These positions are not involved in, nor responsible for, directing line operations and maintenance activities.

Supervision Exercised

Coordinates operational and administrative functions on behalf of Executive Director. May supervise clerical and/or accounting staff in completing special projects or management of the deferred compensation plan.

Examples of Important and Essential Duties

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this class and are not intended to be an inclusive list.

1. In assigned area, assists senior management in the identification of administrative and organizational problems and assists in the development of solutions to these problems; evaluates existing and proposed administrative policies and practices, and makes proposals for amendments and improvements.

2. Conducts or directs investigations and prepares recommendations on departmental expenditures, personnel, organization functions and procedures, and other assigned matters and problems.

3. Maintains records of Federal and State and Local legislation affecting departmental operations; consults with administrative and professional staff on procedure changes made necessary by legislative action.

4. Represents the Executive Director, Retirement System at meetings with administrative officials, legislative bodies, representatives of outside organizations and groups, employees, and the general public in furnishing and exchanging information, explaining policies, procedures and regulations on complex retirement.

5. Makes special studies, including investigating complaints relating to the administration of the affairs of assigned areas of responsibility; submits investigative findings with recommendations for action to the Executive Director, Retirement System; prepares correspondence to complainants informing them of findings and remedial action when necessary.

6. When assigned to deferred compensation, prepares Requests for Proposal within established guidelines, recommends vendor selection, and monitors all contract compliance and performance.

7. When assigned to administrative support, provides daily hands-on support as requested by the Executive Director relating to departmental functions, Retirement Board, and/or special projects.

8. Performs related duties and responsibilities as assigned.

Knowledge, Skills and Abilities

Knowledge of:  comprehensive municipal laws, policies and regulations, particularly as they apply to the operations of the Retirement System and/or deferred compensation plan; basic laws establishing and controlling retirement and/or deferred compensation plans and legal decisions affecting their operation techniques and trends of private and governmental retirement systems and the relationship of retirement and/or deferred compensation plans and disability plans to general public administration; and principles of organization and management, personnel administration and supervision, modern office methods, business forms, records and equipment, including general principles and uses of Electronic Data Processing Systems.

Experience and Training

1. Possession of a baccalaureate degree from an accredited college or university, preferably with a major in public administration, business administration, or closely related degree; AND

2. Five (5) years of progressively responsible administrative experience.

SUBSTITUTION: Appropriate experience may be substituted for education on a year for year basis.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
