CAPITAL IMPROVEMENT PROGRAM MANAGER (#US7 )

$54.56-$72.94 hourly / $9,457.00-$12,643.00 monthly / $113,484.80-$151,715.20 yearly

Under general direction, to plan, organize, direct and coordinate all activities related to the design, financing, and construction of the Redevelopment Agency's capital improvement projects; and to do related work as required.

This class manages the operation of a section of the Redevelopment Agency. Incumbents are accountable and responsible for overseeing the conceptual design of projects, coordinating with technical design staff during project design, directing the public involvement process for projects, overseeing project budgets, and coordinating construction, where appropriate. Incumbents may acts as the Redevelopment Agency Administrator in his/her absence.

Plans, organizes and directs the work of the Capital Improvements Section of the Redevelopment Agency; supervises, trains and evaluates the work of subordinate staff; participates in the preparation of the Redevelopment Agency's budgets; works closely with the Agency Administrator and other departments in developing joint administrative procedures and solving complex design/construction issues; formulates improvements and implements changes within the section; prepares and/ or reviews reports and correspondence; participates in obtaining and monitoring grants and special funding sources; oversees the Agency's public involvement process for capital improvement projects; makes presentations to the Board of Supervisors and Redevelopment Agency Board of Directors; reviews legal issues with County Counsel; oversees the preparation of requests for bids and contracts for work preformed by consultants, architects, landscape architects and building contractors and award of such contracts; develops and monitors project time lines and budgets; appears before regulatory commissions and hearing bodies on behalf of the Redevelopment Agency to present information regarding Agency projects; represents the Agency on special community or technical committees; may prepare conceptual design plans for projects; coordinates the Agency's interaction with the Planning Department regarding land use, zoning, circulation, and community design in the Redevelopment Project Area; performs complex and difficult special assignments and projects; and attends meetings and conferences.

Knowledge of:

• Principles and practices of urban design, landscape architecture and/or architecture related to community design and development

• Establish and maintain effective working relations with the general public, boards, commissions, public officials, other county departments, other staff, and special community groups;
• Understand and communicate to others the goals for the section;
• Prepare/edit clear and concise administrative and technical reports;
• Make clear presentations on complex issues.  

Training and Experience:

Any combination of training and experience would provide the required knowledge and abilities is qualifying. A typical way to obtain these knowledge and abilities would be:

Four years of progressively responsible work experience with project management in a redevelopment agency.

SPECIAL REQUIREMENTS

Possession of a valid California Class C Drivers License or the employee must be able to provide suitable transportation which is approved by the appointing authority.
