Definition

Under direction, to manage information technology operations and projects for a functional area, including operational and strategic planning, resource allocation, budgeting, and staffing; and to do other work as required.

Distinguishing Characteristics

Incumbents are typically responsible for managing a single IT function in a County department. This class differs from the IT Manager II class in that the latter is typically responsible for multiple IT functions in a County department or for a countywide functional area. Errors affect the assigned department or business area.

Typical Tasks

TYPICAL TASKS

  • Manages an IT function, supervising staff and/or assigned supervisors directly. Mentors and fosters professional development of staff.
  • Develops and leads the implementation of strategic and operational plans, policies, and procedures for a single facet of County business.
  • Develops alternate project plans, problem resolutions, and project budgets based on customers’ needs and financial and/or staff constraints.
  • Manages timelines and resource allocations for multiple projects.
  • Makes formal recommendations regarding tools, techniques, and methodologies for a department.
  • Develops, prepares and monitors program budget.
  • Spends part of their time as an individual contributor to the department or function.
  • Performs other related duties as required.

  • Current principles, practices, methods and tools used in overseeing the design, development, support and/or implementation of software and hardware solutions, systems, or products in the functional area of the assignment.

Ability to:

  • Manage an IT functional area in a County department effectively.
  • Develop, interpret, revise, and apply operational policies and procedures appropriately.

  • Perform requirements analysis and produce requirements documentation, functional specifications, use cases and entity relationship diagrams.
  • Exercise initiative, ingenuity and sound judgment in solving difficult administrative, technical and personnel problems.

  • Demonstrate strong business process and project management skills, including setting goals and priorities, increasing efficiency.

  • Present and explain technical concepts to technical and non-technical staff.

Education and Experience:

Any combination of training and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

BA/BS from an accredited college or university in computer science, business or public administration or a related field and one year of IT management or IT supervisory experience.

OR

Associate’s Degree from an accredited college or university in computer science, business or public administration or a related field and two years IT management or IT supervisory experience.

OR

Three years of IT management or IT supervisory experience.

SPECIAL REQUIREMENTS:
Background Investigation: Some positions may require fingerprinting and/or background investigation.
License: Possession and maintenance of a California Class C Driver License.
Other Special Requirements: Availability to work irregular hours, which may include evenings, nights, weekends and holidays.
