DEFINITION

To manage and direct the activities of County departments and offices other than those of the County Counsel personnel and elected department heads; to coordinate the work of all County offices and departments, both elective and appointive; to analyze and recommend the County budget; to conduct administrative studies of County operations and prepare recommendations for the Board of Supervisors; to plan, organize, direct and review the activities of the County Executive Office; and to provide highly responsible and complex administrative support to the Board of Supervisors.

DISTINGUISHING CHARACTERISTICS

The Chief Executive Officer is a single position class that has full responsibility to the Board of Supervisors for the administration of all County services and activities. 

SUPERVISION RECEIVED AND EXERCISED

Receives policy direction from the Board of Supervisors.

Exercises direct supervision over management, professional, technical and clerical personnel.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:
  • Act as agent for the Board of Supervisors in the administration of County offices, departments and institutions.
  • Appoint, suspend, or remove all appointive department heads, except the County Counsel and Personnel Director, subject to confirmation by the Board of Supervisors; and annually review and grade the performance of all appointive department heads.
  • Supervise and direct preparation of the annual County budget; direct, review and evaluate annual budget requests of all County departments; and direct the preparation of budget recommendations to the Board of Supervisors.
  • Direct continuous review of County expenditures throughout the fiscal year to ensure proper expenditures of authorized funds.
  • Recommend a long range plan of capital improvements, including provision of pertinent financial data and financing recommendations.
  • Advise the Board on matters of policy and administration; formulate and present to the Board plans to implement policies and accomplish goals established by the Board; and direct implementation of the system of priorities and levels of service established by the Board.
  • Provide an in-depth analysis and review of all County programs on a regular basis in such a manner that the Board may make policy decisions; and devise ways of achieving efficiency and economy in all County operations.
  • Develop, implement and maintain an adequate system of checks and controls to safeguard County money and property.
  • Perform investigations, studies or surveys as the Board may designate or that he/she may deem necessary.
  • Act as chair of the Personnel Relations Committee.
  • Attend all meetings of the Board of Supervisors, except when excused.
  • Represent the Board as assigned in relationships with other governmental agencies, boards and commissions, legislative bodies and the community.
  • Develop, plan and implement the goals and objectives of the County Executive Office, including directing the work plan and budget of that office.
  • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience: Seven years of increasingly responsible experience in a government agency, directing, preparing and coordinating a variety of programs including budget and fiscal control; four years of which must have been in an administrative and management capacity.

Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in business or public administration or a related field.

Required Licenses or Certificates:
May need to possess a valid driver's license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Principles and practices of public administration, including functions and structure of County government and controlling legislation.
  • Principles and practices of leadership, motivation, team building and conflict resolution.
  • Pertinent local, State and Federal laws, rules and regulations.
  • Organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs.
  • Principles and practices of organization, administration and personnel management.
  • Principles and practices of governmental budgeting, administration and fiscal control.
  • Principles of supervision, training and performance evaluation.

Ability to:

  • Plan, direct and control the administration and operation of departments headed by non-elective and non-Board of Supervisors appointed department heads.
  • Coordinate the work of all County offices and departments, both elective and appointive.
  • Plan, direct and control the administration and operations of the County Executive Office.
  • On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations and codes; observe performance and evaluate staff; problem solve issues related to the operation of County departments; remember various personnel rules; and explain and interpret policy.
  • On a continuous basis, sit at desk and in meetings for long periods of time.  Intermittently, twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone and communicate, through written means.
  • Develop and implement policies as approved by the Board of Supervisors; and develop and implement policies and procedures related to County Executive Office.
  • Gain cooperation through discussion and persuasion.
  • Successfully develop, control and administer annual the County budget; and develop, control and administer the budget of the County Executive Office.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Interpret and apply County policies, procedures, rules and regulations.
  • Communicate clearly and concisely, both orally and in writing.
  • Supervise, train and evaluate personnel as appropriate.
  • Work with various cultural and ethnic groups in a tactful and effective manner.
  • Establish and maintain effective working relationships with those contacted in the course of work.
