To assist the Chief Information Officer in managing and directing the activities of the Information Technology Department; to plan, organize, coordinate, and direct the activities of the Information Technology Department; to coordinate assigned activities with other divisions and departments; to act as the Chief Information Officer in their absence; and to provide highly complex staff assistance to the Chief Information Officer.
The Assistant Director level recognizes positions that serve as a full line assistant to the department head; in addition, this position performs administrative and management tasks for the department head as assigned.
Receives administrative direction from the Chief Information Officer.
Exercises direct supervision over management, supervisory, professional, technical, and clerical staff.
Duties may include, but are not limited to, the following:

Assist in the overall direction and management of the Information Technology Department.

Assist in developing department goals, objectives, policies, and procedures; coordinate various Information Technology programs that lead to the achievement of the department's mission.

Coordinate communications and working relationships with County customer departments, outside service providers, and other agencies.

Serve as the primary Business Relationships liaison with County departments; oversee the Building Relationship activities of staff.

Develop and implement work plans; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods, and procedures, including planning, implementation, support, and troubleshooting.

Assist County department leadership teams with strategic planning, issue resolution, future project scoping, and application lifecycle planning.

Participate in the development and administration of the department budget; participate in the forecast of funds needed for projects, staffing, equipment, materials, and supplies.

Recommend the appointment of staff; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures; maintain discipline and high standards necessary for the efficient and professional operation of the Department.

Represent the Information Technology Department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.

Research and prepare technical and administrative reports and studies; prepare written correspondence.

Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.

Act as the Chief Information Officer in their absence.

Perform related duties as assigned.
Work is typically performed in an indoor office environment with controlled temperature conditions. Position may require travel to and from locations in a variety of outdoor weather conditions.
Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience: Six (6) years of increasingly responsible experience in the field of information technology, including two (2) years of management responsibility.
Training: Equivalent to a bachelor's degree from an accredited college or university with major course-work in computer science, information systems, telecommunications management, business administration, public administration, or a related field. A master's degree is desirable.
Required License or Certificate:
May need to possess a valid driver’s license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.
Length of Probation:
This classification serves at the pleasure of the Appointing Authority and has no specific term and no right to continuous employment.
