DEFINITION

(Unclassified)

To assist the Chief Information Officer in managing and directing the activities of the Information Technology Department; to plan, organize, coordinate, and direct the activities of the Information Technology Department; to coordinate assigned activities with other divisions and departments; to act as the Chief Information Officer in their absence; and to provide highly complex staff assistance to the Chief Information Officer.

DISTINGUISHING CHARACTERISTICS

The Assistant Director level recognizes positions that serve as a full line assistant to the department head; in addition, this position performs administrative and management tasks for the department head as assigned. 

SUPERVISION RECEIVED AND EXERCISED

Receives administrative direction from the Chief Information Officer.

Exercises direct supervision over management, supervisory, professional, technical, and clerical staff.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:
  • Assist in the overall direction and management of the Information Technology Department.
  • Assist in developing department goals, objectives, policies, and procedures; coordinate various Information Technology programs that lead to the achievement of the department's mission.
  • Coordinate communications and working relationships with County customer departments, outside service providers, and other agencies.
  • Serve as the primary Business Relationships liaison with County departments; oversee the Building Relationship activities of staff.
  • Develop and implement work plans; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods, and procedures, including planning, implementation, support, and troubleshooting.
  • Assist County department leadership teams with strategic planning, issue resolution, future project scoping, and application lifecycle planning.
  • Participate in the development and administration of the department budget; participate in the forecast of funds needed for projects, staffing, equipment, materials, and supplies.
  • Recommend the appointment of staff; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures; maintain discipline and high standards necessary for the efficient and professional operation of the Department.
  • Represent the Information Technology Department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
  • Research and prepare technical and administrative reports and studies; prepare written correspondence.
  • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.
  • Act as the Chief Information Officer in their absence.
  • Perform related duties as assigned.

WORKING CONDITIONS

Work is typically performed in an indoor office environment with controlled temperature conditions. Position may require travel to and from locations in a variety of outdoor weather conditions.

MINIMUM QUALIFICATIONS

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience: Six (6) years of increasingly responsible experience in the field of information technology, including two (2) years of management responsibility.

Training: Equivalent to a bachelor's degree from an accredited college or university with major course-work in computer science, information systems, telecommunications management, business administration, public administration, or a related field.  A master's degree is desirable.

Required License or Certificate:
May need to possess a valid driver’s license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

Knowledge of:

  • Principles and practices of public administration as it relates to the management of computer systems operation and support, local and wide area data communications, application, enterprise, and customer support services and a variety of telecommunications systems.
  • Principles and practices of policy development and implementation.
  • Principles and practices of leadership, motivation, team building, and conflict resolution.
  • Pertinent local, State, and Federal rules, regulations, and laws.
  • Principles and practices of organizational analysis and management.
  • Principles and practices of budget preparation and administration.

  • Organize, direct, and implement a wide variety of programs and services that are carried out by the Information Technology Department.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Gain cooperation through discussion and persuasion.
  • Interpret and explain department policies and procedures.
  • Prepare and administer a budget.
  • Supervise, train, and evaluate staff.
  • Establish and maintain effective working relationships with those contacted in the course of work.
