DEFINITION

To perform a variety of complex loan processing and portfolio administration work; to review, analyze and maintain accounting and financial records as it relates to redevelopment loan portfolio administration; to prepare complex financial reports; to monitor redevelopment loan portfolio; to evaluate loan documentation against determined guidelines; to conduct research of property ownership and lien holders; and to examine overall loan documentation of transactions to ensure accuracy and completeness.

DISTINGUISHING CHARACTERISTICS

Loan Portfolio and Lending Specialist I
This is the entry level class in the Loan Portfolio and Lending Specialist series. This class is distinguished from the journey level of Loan Portfolio and Lending Specialist II by the performance of the more routine tasks and duties assigned to positions within this series.  Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level.  Employees work under close supervision while learning job tasks.

Loan Portfolio and Lending Specialist II
This is the full journey level class within the Loan Portfolio and Lending Specialist. This class is distinguished from the Loan Portfolio and Lending Specialist I by the assignment of the full range of duties of the class.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the work unit.  Positions in this class are flexibly staffed and are normally filled by advancement from the entry level.

SUPERVISION RECEIVED AND EXERCISED

Loan Portfolio and Lending Specialist I
Receives general supervision from the Senior Administrative Services Officer or his/her designee and may receive technical and functional supervision from higher level professional staff.

Loan Portfolio and Lending Specialist II
Receives direction from the Senior Administrative Services Officer or his/her designee and may receive technical and functional supervision from higher level professional staff

May exercise technical and functional supervision over technical or clerical staff members.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:
  • Evaluate loan documentation within appropriate guidelines to ensure accurate and complete data.
  • Evaluate subordination requests, including but not limited to: loan-to-value ratios, conformity to agency subordination policies; prepare required documents.
  • Create and calculate payoff and amortization schedules, issue title and escrow instructions, generate draw-down requests.
  • Create and maintain a variety of automated databases using industry standard applications such as Excel or Access.
  • Monitor a variety of processes relative to Redevelopment Agency such as loans for regulatory compliance, internal or state audits, program standards, and consultant contracts.
  • Coordinate disbursement or transfer of funds to escrow company.
  • Assist with preparation of Statement of Indebtedness, and year-end closing processes.
  • Generate journal entries between subsidiary ledgers and general ledger.
  • Reconcile long-term debt and notes-receivable portfolios and assist in month-end closing processes.
  • Assist with budget preparation and outside audits.
  • Prepare a variety of reports including:  Loan Committee Narrative, Loan Portfolio Reconciliation, and Grant Financials.
  • Make a variety of presentations to employees, management and other business professionals.
  • Participate in training, seminars, and workshops to improve loan processing/underwriting skills and techniques.
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Loan Portfolio and Lending Specialist I

Experience and Training 
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience: Two years of increasingly responsible experience in mortgage loan servicing, including loan setup, payoff calculations, loan closeout, lien releases, and insurance monitoring, OR two years experience of loan portfolio management.

Training: Equivalent to an Associate's degree from an accredited college with major course work in finance, economics, planning, public administration, or closely related field. A Bachelor’s degree from an accredited college or university with major coursework in finance, economics, planning, public administration, or closely related field, is desirable.

Required License or Certificate:

  • Possession of a valid Notary Public Certificate issued by the Office of the California Secretary of State must be obtained within six months from date of hire. Failure to obtain and maintain this certificate may be cause for termination of employment in this class.  
  • May need to possess a valid driver’s license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

Training: Equivalent to an Associate's degree from an accredited college with major course work in finance, economics, planning, public administration, or closely related field. A Bachelor’s degree from an accredited college or university with major coursework in finance, economics, planning, public administration, or closely related field, is desirable. 

Required License or Certificate:

  • Learn to evaluate borrower eligibility against program guidelines and identify special needs of borrowers to assist in meeting the conditions of approval by the loan committee.
  • Build and maintain effective working relationships with borrowers, developers, title companies, contractors, realtors, and other lenders.
  • Notarize legal documentation.
  • Learn to carry out quality control procedures.
  • Monitor loans and other processes for regulatory compliance.
  • Perform reconciliation of a variety of funds, loans, advances and notes.

  • Learn to interpret and effectively apply pertinent aspects of related Federal and State and local laws and regulations.
  • Develop and maintain effective working relationships with the public, County staff and other agencies.
  • Communicate clearly and concisely, both orally and in writing.
  • Operate accounting equipment, including calculators, personal computers and 10-key adding machine by touch.
  • On a continuous basis, sit at desk for long periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone and write or use a keyboard to communicate through written means; and lift light weight.
