DEFINITION

To plan, organize, direct, supervise, and evaluate public health nursing activities and programs within the Public Health Nursing Division of the Health and Human Services Department; and to perform a variety of technical tasks relative to assigned area of responsibility.

DISTINGUISHING CHARACTERISTICS

The Supervisor level recognizes positions that perform full, first-line supervisory responsibilities including planning, assigning, and evaluating the work of subordinates and is responsible for a program area within a work unit or department.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from assigned management staff.

Exercises direct supervision over assigned professional, clerical and technical staff.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

  • Recommend and assist in the development, implementation and evaluation of measurable goals and objectives; establish schedules and methods for public health nursing activities, programs, and services; and implement policies and procedures.
  • Plan, prioritize, assign, supervise, and review the work of staff involved in various public health nursing activities and programs.
  • Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; and prepare various reports on operations and activities using concepts of the nursing process, including assessment, planning, implement, and evaluation.
  • Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for various public health nursing activities and programs, including staff, equipment, materials, and supplies; and monitor and control expenditure.
  • Evaluate and assure quality of nursing practice and contribute to the professional growth of staff.
  • Participate in the selection of staff; provide or coordinate staff training; conduct performance evaluations; recommend discipline; and implement discipline procedures as directed.
  • Collaborate with other health care providers, professionals, and community representatives in assessing implementation and evaluation of programs for community health.
  • Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve.
  • Build and maintain positive working relationships with co-workers, other County employees, and the public using principles of good customer service.
  • Perform related duties as assigned.

WORKING CONDITIONS

Work is typically performed in an indoor office environment and controlled temperature conditions.  Position may require travel to and from other locations in a variety of outdoor weather conditions.

MINIMUM QUALIFICATIONS

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience: Three (3) years of increasingly responsible experience in public health nursing.

Training: A bachelor's degree from an accredited college or university with major course work in nursing.

Required License or Certificate:

  • Possession of a valid license as a Registered Nurse issued by the California Board of Registered Nursing.
  • Possession of a valid certificate as a Certified Public Health Nurse issued by the California Board of Registered Nursing.
  • May need to possess a valid driver's license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Principles and practices of public health nursing, including prevention, epidemiology, public health education, health promotion, gerontology, sociology, demography, community structure and organization, management, program management, program development, and policy development involved in public health nursing.
  • Equipment and materials used in public health nursing activities.
  • Procedures and practices used to promote maternal and child health and to assess infant, child, and adolescent development.
  • Principles and practices of public health program planning, reflecting relevant theoretical concepts, research, data collection analysis of data, and evaluation of community response.
  • Services and functions of other social and health agencies/providers relative to public health nursing and the community served.
  • Principles of supervision, training, and performance evaluations.
  • Policies and procedures of the Health and Human Services Department, especially as related to the assigned division.
  • Principles of budget monitoring.
  • Principles and practices of work safety, especially as related to communicable diseases.
  • Pertinent local, state, and federal laws, ordinances, and rules.
  • Differing cultural, religious, economic and social groups and their relationships to the delivery and acceptance of health care services.

Ability to:

  • Organize, implement, and direct nursing activities.
  • On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, client records, reports, and special projects; identify and interpret technical and numerical information; and observe and problem solve operational and technical policies and procedures.
  • On an intermittent basis, sit at desk for long periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone and write or use a keyboard to communicate through written means; and lift light to moderate weight.
  • Interpret and explain pertinent Public Health policies and procedures.
  • Supervise, train, and evaluate assigned staff.
  • Interpret and explain pertinent County and Department policies and procedures.
  • Assist in the development and monitoring of an assigned program budget.
  • Work with various cultural and ethnic groups in a tactful and effective manner.
  • Develop and recommend policies and procedures related to assigned operations.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Communicate clearly and concisely, both orally and in writing.

MISCELLANEOUS INFORMATION

Length of Probation
  • This position shall serve a probationary period of twelve (12) calendar months or two thousand eighty (2,080) hours, whichever is more.
