DEFINITION

To perform a variety of technical and specialized duties in support of the county’s Money for Property Owners Water and Energy Retrofitting (mPOWER) Program; to coordinate, monitor, and administer assigned portfolio of residential and/or commercial applicants and customers throughout the mPOWER financing and implementation process; to provide information and positive customer service to property owners, contractors, business owners, and the general public regarding energy efficiency, water conservation, and renewable energy generation improvements.

DISTINGUISHING CHARACTERISTICS

mPOWER Program Specialist I:
This is the entry level classification in the mPOWER Program Specialist job series.  This job class is distinguished by the performance of the more routine tasks and duties assigned to positions within this series.  Employees at this level are not expected to perform with the same independence of direction and judgment as matters allocated to journey level positions.  This job class is typically utilized as a training class and employees work under direct to general supervision while learning assigned job duties.

 mPOWER Program Specialist II:
This is the full journey level classification in the mPOWER Program Specialist job series.  This job class is distinguished from the mPOWER Program Specialist I by the assignment of the full range of technical and specialized duties.  Employees at this level receive only occasional instruction as new or unusual situations arise and are knowledgeable of the operating policies and procedures within the mPOWER Program.  Positions in this job class are flexibly staffed and are normally filled by advancement from the entry level classification.

SUPERVISION RECEIVED AND EXERCISED

mPOWER Program Specialist I:
Receives direct to general supervision from the mPOWER Program Manager or his/her designee and may receive technical and functional supervision from a Senior mPOWER Program Specialist position.  

mPower Program Specialist II:
Receives general supervision from the mPOWER Program Manager or his/her designee and may receive technical and functional supervision from a Senior mPOWER Program Specialist position.  

May exercise technical and functional supervision over assigned clerical staff positions.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

  • Receives, reviews, tracks, and administers assigned residential and/or commercial mPOWER Program applications from property owners; provides positive customer service to property owners and contractors throughout the mPOWER eligibility, financing, and implementation process.
  • Determines eligibility of mPOWER Program applicants based on program requirements including property value, loan-to-value ratios, appropriateness of requested improvements, and applicable building and energy codes; determines and verifies property’s assessed value.
  • Reviews and assesses proposed property improvement installations; determines eligibility of project, calculates energy savings, advises property owners and contractors regarding energy savings alternatives and renewable energy resources.
  • Conducts contractor training workshops to introduce the Placer County mPOWER Program specifications and guidelines, applicable state and local codes and requirements, and answer questions.
  • Conducts property owner seminars to educate and provide information regarding the Placer County mPOWER Program; history, goals, requirements, financing options, and application process.
  • Coordinates, oversees, and maintains complete and accurate computerized and hard copy client files and documentation including data entry, monitoring and following up on due dates; requesting and collecting additional data/documentation.
  • Coordinates, monitors, and participates in the disbursement of funds and the document signing process; verifies all documents and permits are completed, conducts field observations and inspects non-permitted improvements to ensure program requirements are met.
  • Assists and participates in a variety of marketing activities to support the county’s mPOWER Program and educate contractors, property owners, and the general public regarding renewable energy, water conservation, and energy efficient resources and products.
  • Establishes, monitors, and maintains designated databases to track mPOWER Program applications, clients, financing, projects, and other activities; generates a variety of statistical and progress reports periodically and upon request.
  • Researches, tracks, and evaluates a variety of renewable energy and energy efficient products and resources to determine applicability and eligibility for mPOWER Program installation and implementation.
  • Researches, tracks, and updates relevant laws, regulations, and guidelines as related to county’s mPOWER Program; researches and tracks other public and private PACE providers.
  • Establishes and maintains positive and effective communications with co-workers, other County employees, industry and community organizations, property owners, contractors, and the general public applying principles of good customer service.
  • Prepares correspondence and reports; responds to inquiries and requests for information; participates in presentations as requested.
  • Performs related duties as assigned.

MINIMUM QUALIFICATIONS

mPOWER Program Specialist I  

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience:   At least two (2) years of progressively responsible work experience required preferably in the construction or energy field, water conservation, and/or renewable energy technology.  

Training:  Equivalent to an associate’s degree from an accredited college with major coursework in construction management, project management, renewable energy, environmental sustainability, or a closely related field.

 mPOWER Program Specialist II

Experience and Training

Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be: 

Experience:  At least two (2) years of progressively responsible work experience performing duties similar to an mPOWER Program Specialist I with the county of Placer.

Training:  Equivalent to an associate’s degree from an accredited college with major coursework in construction management, project management, energy, environmental sustainability, or a closely related field.

Required License or Certificate:
May need to possess a valid driver's license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.

KNOWLEDGE, SKILLS, AND ABILITIES

mPOWER Program Specialist I  

Knowledge of:

  • Standard English usage, spelling, grammar, and punctuation.
  • Basic office procedures and methods.
  • Standard mathematical calculations and basic statistical reporting.
  • Basic computer hardware and software utilized in business.
  • Basic communications skills.  

Ability to:

  • Learn and understand designated specialized computer software programs and applications.
  • Learn, understand, and implement the regulations and guidelines of the county’s mPOWER Program.
  • Learn, understand, and interpret designated laws, regulations, codes, and standards related to the county’s mPOWER Program.
  • On a continuous basis, know and understand operations and observe safety rules. Intermittently identify and problem-solve routine procedural matters.
  • Organize duties and determine priorities in order to meet assigned deadlines.
  • Work with various cultural and ethnic groups in a tactful and effective manner.
  • Obtain information through the interview process; work effectively with interruption; and deal equitably and courteously with the public.
  • Identify issues objectively and determine proper course of action within prescribed policies and procedures.
  • Use a computer, calculator, typewriter, telephone, facsimile machine, postage meter and photocopy machine effectively.
  • Communicate clearly and concisely, both orally and in writing.
  • Meet the physical requirements necessary to perform required duties in a safe and effective manner for self and others.
  • Establish and maintain effective working relationships with those contacted in the performance of required duties.

In addition to the qualifications for mPOWER Program Specialist I:  

Knowledge of:

  • Designated specialized computer software programs and applications.
  • Regulations and guidelines of the county’s mPOWER Program and PACE financing programs.
  • Designated laws, regulations, codes, and standards related to the county’s mPOWER Program.
  • Standard renewable energy, water conservation, and energy savings resources, technology, and products.
  • Standard building design and construction.
  • Standard communications and interviewing techniques and methods.

Ability to:

  • Prioritize work in an effective and timely manner for self and others.
