The position will be filled at the Electrical Engineering I, II or III level, depending upon the qualifications of the candidate and the needs of the Milwaukee Water Works. Candidates who successfully complete the selection process will be placed on the highest-level eligible list for which they qualify.

Purpose

Under the direction of the Management Engineer, the Electrical Engineer designs and prepares plans and technical specifications for the Milwaukee Water Works (MWW) Capital Improvements Program projects, with emphasis on electrical systems.

Essential Functions

  • Provide contract and project management related to the maintenance and/or replacement of water plant facilities and equipment as part of the MWW Capital Improvements Program.
  • Prepare necessary engineering reports, feasibility studies, engineering estimates, bid documents, plans, specifications, inspection, and closeout of projects.
  • Prepare appropriate regulatory documents associated with maintaining MWW facilities or the development of new facilities.
  • Provide operation and maintenance assistance with troubleshooting, installation and modification feasibility, service order scope development and record drawing management.
  • Make recommendations relative to changes in specifications, existing methods, and procedures related to the electrical engineering discipline.

  • Field work and/or inspection duties may require climbing heights above and below grade via ladders.
  • Physical ability to climb, kneel, and bend as well as lift and move materials weighing up to 10 lbs.
  • Duties may require the use of a respirator and other personal protective equipment (PPE) while conducting site visits and inspections.

Minimum Requirements

All Levels - Electrical Engineer I, II, and III:

  1. Bachelor’s Degree in Electrical Engineering from a school of engineering whose program is accredited by the Accreditation Board for Engineering and Technology (ABET).
  2. Valid driver’s license at time of appointment and throughout employment.  

Electrical Engineer II:

  1. One year of professional engineering experience in electrical design and/or construction activities.

Electrical Engineer III:

  1. Two years of professional engineering experience in electrical design and/or construction activities.

Equivalent combinations of education and experience may also be considered. For example, a Master’s Degree in Electrical Engineering from an accredited college or university may be substituted for one year of the required engineering experience.

Desirable Qualifications

Registration or eligibility for registration as a Professional Engineer (PE) in the State of Wisconsin.

Electrical Engineer I, II, and III

Technical

  • Knowledge of the practical application of engineering science and technology.
  • Knowledge of construction practices and materials.
  • Knowledge of mathematics and the ability to make accurate calculations.
  • Ability to read and interpret technical specifications, designs, and engineering construction drawings.
  • Proficiency using standard computer applications, such as word processing, spreadsheet, database, and presentation.
  • Ability to use engineering- and design-related computer applications.

  • Ability to work effectively, courteously, and professionally with people across all staff levels, including City managers, other engineers, technicians, clerical staff, contractors, and consultants.
  • Written communication skills to be able to develop professional correspondence that is free of grammatical and punctuation errors.
  • Ability to work cooperatively with people whose backgrounds may differ from one’s own.

Electrical Engineer III

Technical

  • Skill in designing medium voltage power distribution systems.
  • Knowledge and the ability to apply design codes and standards, such as National Electrical Code (NEC), National Electrical Safety Code (NESC), National Electrical Manufacturers Association (NEMA), Institute of Electrical and Electronics Engineers (IEEE) and American National Standards Institute (ANSI).
  • Knowledge of National Fire Protection Association (NFPA) 70E compliance requirements.
  • Knowledge of safety protocols for working around medium voltage electrical switchgear in the field.
  • Knowledge of protective relay equipment from various vendors typically used in medium voltage switchgear protection, including SEL (Schweitzer Engineering Laboratories, Inc.), ABB, GE (General Electric) and Basler Electric.
  • Knowledge of remote terminal unit (RTU) and data concentrator based supervisory control and data acquisition (SCADA) systems, telemetering, and communications.

Communication and Interpersonal

  • Ability to tactfully and effectively handle inquiries from elected officials, other city departments, utilities and the public.
  • Ability to make presentations to various groups and to effectively communicate technical information.

Judgment and Responsibility

  • Project management skills.
  • Ability to perform supervision and contract administration related tasks for construction projects.
  • Ability to direct and coordinate the activities of staff and contractors.

Current Salary

Electrical Engineer I
The current salary range (2EN) is $60,123-$64,695 annually, and the resident incentive salary range for City of Milwaukee residents is $61,927-$66,636 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.  

Electrical Engineer II
The current salary range (2GN) is $66,136-$73,504 annually, and the resident incentive salary range for City of Milwaukee residents is $68,120-$75,709 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.  

Electrical Engineer III
The current salary range (2IN) is $72,749-$83,481 annually, and the resident incentive salary range for City of Milwaukee residents is $74,932-$85,986 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.  

An individual possessing a Professional Engineer License will be paid an additional 3%.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.
