Main Purpose of Job
POSITION DUTIES
- Provides leadership, coordination and technical, assistance to school systems, community colleges and community based organizations to support successful implementation of Adult Education and Family Literacy Programs
- Provide technical assistance to Grantees in the development of long-range and annual adult education plans
- Assist grantees in identifying and implementing program, product and processes for continuous improvement
- Consults with internal and external customers to determine key requirements for performance measurement and performance analysis.
- Contribute to statewide results accountability by identifying program improvement measures that assure local goals are met and/or exceeded based on annual core indicators of performance
- Utilizes a variety of research methodologies including: surveys, needs assessments, impact studies, etc. to develop necessary information.
- Compiles reports and presentations summarizing findings.
- Contributes to division/departmental data analysis and reporting efforts as required.
- Identify, plan and respond to local program technical assistance needs
- Provide input and support for administrator meetings and assume lead for specified meetings
- Identify and implement problem solving strategies with internal/external customers and stakeholders
- Provide professional development and LACES training for customers grantees and stakeholders
- Develop, review and approve grant award notifications and or amendments
- Monitor assigned grantees compliance of state and federal requirements as defined in the Grant Application
- Maintain fiscal management for designated grants program
- Review LACES reports, analyze and communicate informational data regarding adult education programs in order to define and interpret the needs of programs
- Lead and conduct program monitoring and evaluation site visits and desk audits (data review and budgetary)
MINIMUM QUALIFICATIONS
Experience: Four years of teaching or administrative staff work requiring regular use of independent judgment, analysis, evaluation, creativity and consultation directed to developing management policies and general business in or affiliated with an education program.
Notes:
1. A bachelor’s degree from an accredited college or university and
completion of 36 credit hours at an accredited college or university may be substituted for the required education.
2. Six years of teaching or performing administrative staff work requiring regular use of independent judgment, analysis, evaluation, creativity and consultation directed to developing management policies and general business in or affiliated with an education program may be substituted for the required education.
3. A doctorate may be substituted for one year of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.
SELECTIVE QUALIFICATIONS
- Three years of teaching adult learners or program administration requiring regular use of independent judgment, analysis, evaluation, creativity and consultation in or affiliated with an education or workforce development program.
DESIRED OR PREFERRED QUALIFICATIONS
The desired/preferred candidate should have:
- Experience in or with Adult Education and Family Literacy (AEFLA) Programs.
- Experience in interpreting and implementing Federal/State governmental policies and procedures.
- Experience in data-driven program evaluation and policy.
