NATURE OF WORK

A Member of the Hand Gun Permit Review Board is member of a State board that allows that any person whose application for a handgun permit or renewal of a permit has been rejected, revoked or limited to ask the Board to review the decision of the Secretary of the Maryland State Police. The Board can either sustain, reverse, or modify the decision of the Secretary, or conduct a hearing to establish the facts. The Governor appointments the five members of the Board for three-year terms with Senate advice and consent (as defined in Public Safety Article, Title 5 Firearms, Subtitle 5-301 through 5-314, Annotated Code of Maryland).

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
