NATURE OF WORK

A Health Benefit Executive XI provides executive direction to the Maryland Health Benefit Exchange (MHBE).  According to  the Insurance Article, Title 31 Maryland Health  Benefit Exchange, Subtitle 102 (c), Annotated Code of Maryland - The purposes of the Exchange are to: (1) reduce the number of uninsured in the State; (2) facilitate the purchase and sale of qualified health plans in the individual market in the State by providing a transparent marketplace; (3) assist qualified employers in the State in facilitating the enrollment of their employees in qualified health plans in the small group market in the State and in accessing small business tax credits; (4) assist individuals in accessing public programs, premium tax credits, and cost-sharing reductions; and (5) supplement the individual and small group insurance markets outside of the Exchange.  The MHBE also is the entity that calculates and provides tax credits to eligible small employers and advanceable tax credits for individuals below 400 percent of the federal poverty level. Private insurers compete in this open marketplace, creating an even playing field and providing transparent and accurate information so that Marylanders can make important decisions about their health care options.

EXAMPLES OF WORK

Executive Direction - Insurance Article, Title 31 Maryland Health Benefit Exchange, Subtitle 105 (c) Staff; compensation -

(1) In accordance with the State budget, the Executive Director may employ and retain a staff for the Exchange.

(2) (i) The Executive Director may set the compensation of an Exchange employee in a position that:

          1. is unique to the Exchange;

          2. requires specific skills or experience to perform the duties of the position; and

          3. does not require the employee to perform functions that are comparable to functions performed in other units of the Executive Branch of State government.

     (ii) The Secretary of Budget and Management, in consultation with the Executive Director, shall determine the positions for which the Executive Director may set compensation under subparagraph (i) of this paragraph.

GENERAL REQUIREMENTS

Specific educational and experience requirements are set by the agency based on the essential job functions assigned to the position.

This is an Executive Service classification in the State Personnel Management System.  All positions in this classification are Executive Service positions.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
