NATURE OF WORK

An Education Program Supervisor classification is the supervisory level of work in the Maryland State Department of Education overseeing a specialized outreach, intervention, compliance monitoring and/or curriculum development area in a birth through adult basic education initiative related to Maryland’s comprehensive statewide assessment programs.  Employees in this classification serve as Chief of a Section within a Branch or supervise a minimum of two authorized Education Program Specialist positions allocated to a defined core program area.

Employees in this classification receive managerial direction from an Education Program Manager or other designated executive level official.  The work may require travel throughout the State.

The Education Program Supervisor classification is unique to the Maryland State Department of Education (MSDE).  Each position has an extended title, known as a designated option, which is based on the position’s unique education program function and which distinguishes the position from other positions in the same classification assigned different options.  A listing of the designated options assigned to the Education Program Supervisor classification is on record in the Human Resource Management Branch of the Division of Business Services.

Position allocation to this classification is determined by position function or standards based on the approved organizational structure of MSDE.  These position standards are on record in the Human Resource Management Branch of the Division of Business Services of MSDE.

EXAMPLES OF WORK

Supervises and coordinates the education program activities of a Section within a Branch/Office of MSDE or supervises Education Program Specialists engaged in activities of an identified specialized outreach, intervention, compliance monitoring, and/or curriculum area in a birth through adult basic education program;

Interprets and implements laws, regulations, policies and procedures governing an education program area;

Advises and makes recommendations to an Education Program Manager or executive level official concerning education program effectiveness, program needs and operational issues;

Participates in the development, implementation and assessment of strategies to ensure that program activities contribute to meeting strategic plan goals and objectives;

Develops and implements education program policies and regulations which have statewide impact on education programs in Maryland’s public schools;

Participates in and may lead interdisciplinary work teams in developing education goals and standards;

Supervises the preparation and the internal and external administration of the assigned budget and of required MSDE planning documents;

Establishes program goals and objectives and evaluates the accomplishments thereof;

Supervises the work performed by subordinate staff, including the conduct of performance appraisals;

May represent higher-level managers as assigned;

Performs other related duties.

GENERAL REQUIREMENTS

Education:   A Bachelor’s degree in education or a related area from an accredited college or university.

Experience: Four years of administrative or teaching experience in, or affiliated with, an education program, including two years of experience in coordinating or administering an education program or service directly related to the position option.

Notes:

1. Candidates may substitute the possession of a Master’s degree or the equivalent of 36 credit hours of post baccalaureate course work in Education or a related area for the two years of required experience directly related to the position option.

2. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for three years of the required experience.

3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

This is a Professional Service classification in the State Personnel Management System.  All positions in this classification are Professional Service positions. Some positions in Professional Service classifications may be designated as Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (Used by agency or excluded by executive order), or Z (confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded from collective bargaining.
