NATURE OF WORK

A Management Specialist Director is the managerial level of work involving management systems analysis at the headquarters of secretariat level department or independent agency.  Employees in this classification are responsible for planning, directing, coordinating and reviewing department-wide management improvement studies of organizations, work processes and functions.  Employees in this classification are responsible for planning, directing, coordinating, and reviewing department-wide management improvement studies of organizations, work processes, and functions involving extensive interrelationship and complexity.  Employees in this classification receive assignments through program discussions, conferences or directives that outline broad analytical objectives.  Employees in the classification have responsibility for formulating program and project goals and objectives and, with the advice of project supervisors, approving scopes of studies, research and statistical methods, and establishing the priority of study activities. Employees in this classification make recommendations that contain findings that are of major significance to the department’s top management and often serve as the basis for new policies, procedures, systems or legislation that apply department-wide and also coordinate the implementation of recommended improvements. Employees in this classification supervise the activities of several teams of Management Specialists and interdisciplinary study teams engaged in the study and the development of solutions to management problems in department programs and head a management systems analysis program.

Employees in this classification receive managerial supervision from a Secretary, Deputy Secretary or Assistant Secretary of the department or other executive administrator.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

EXAMPLES OF WORK

Directs the management systems analysis program for a department;

Assigns, reviews and approves the work of the Management Specialist Supervisors II;

Trains the Management Specialist Supervisors II;

Manages the activities of several teams of Management Specialists and interdisciplinary study teams engaged in the study and the development of solutions to management problems in department programs;

Formulates program, project goals and objectives;

Plans, develops and initiates projects to obtain information and data useful to department management in the decision-making process;

Evaluates existing or proposed programs to assist in determining whether or not program objectives or agency objectives are being met;

Approves scope of duties, research and statistical methods, and establishes the priority of study activities;

Recommends changes in legislation, policies or procedures based on operational experience or changes in the mission or role of the agency;

Recommends improvements to operations, appropriate work measurement techniques and control measures to insure improved administration of programs and effective use of resources and assists in implementation of recommended improvements;

Consults administrative officials regarding policies, trends, interpretation of data, new ideas for improved work methods and program needs;

Develops plans to coordinate the activities of the agency with those of other agencies performing similar or related functions;

Independently conducts or supervises studies and analyses of agency programs, organization, procedures or systems;

Assists agencies in the planning and installation of new and improved management systems and programs;

Coordinates the implementation of recommended improvements;

Evaluates new and existing programs and determines if program objectives or agency objectives are being met;

Provides for the orderly expansion of organizational functions;

Develops and evaluates management consulting proposals and directs the work of management consultants;

Performs other related duties.

GENERAL REQUIREMENTS

Specific educational and experience requirements are set by the using agency based on the essential job functions assigned to the position.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
