NATURE OF WORK

A Management Specialist Supervisor I is the first of two supervisory levels of work involving management systems analysis at the headquarters of a secretariat level department or independent agency.  Employees in this classification perform complex analytical studies of organizations, work processes, management functions and serve as project leaders.  Employees in this classification supervise lower-level Management Specialists and support staff.

Employees in this classification receive general supervision from a Management Specialist Supervisor II or a designated administrator.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Management Specialist Supervisor I is differentiated from the Management Specialist III in that the Management Specialist Supervisor I has supervisory responsibility for lower-level Management Specialists, while the Management Specialist III performs the full range of duties and responsibilities under general supervision.  The Management Specialist Supervisor I is differentiated from the Management Specialist Supervisor II in that the Management Specialist Supervisor II has supervisory responsibility for Management Specialist Supervisors I and function as a principal assistant to the Director of Management Systems Analysis.

EXAMPLES OF WORK

Plans, coordinates, supervises and evaluates the work of lower-level Management Specialists and staff;

Trains lower-level Management Specialists;

Plans, develops and initiates projects to obtain information and data useful to department management in the decision-making process;

Evaluates existing or proposed programs to assist in determining if program objectives or agency objectives are being met;

Assists an agency in the planning and installation of new and improved management systems and programs;

Aids in the development of plans to coordinate the activities of the agency with those of other agencies performing similar or related functions;

Recommends changes in legislation, policies or procedures based on either operational experience or changes in the mission or role of the agency;

Recommends changes in operations, appropriate work measurement techniques and control measures to insure improved administration of programs and more effective use of resources and assists in implementation of recommended improvements;

Consults administrative officials regarding policies, trends, interpretation of data, and program needs and to discuss new ideas for improving work methods;

Provides for the orderly expansion of organizational functions;

Conducts or supervises studies and analyses of agency programs, organizations, procedures or systems;

Assists in the directing and implementation of recommended improvements;

Develops and/or evaluates management consultant proposals;

Plans special projects to obtain information useful in the decision-making process;

Plans new or revised programs, evaluation methods, procedures, practices and organizational structure;

Participates in the formulation of agency policies and regulations;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of current economic trends;

Skill in conducting interviews and establishing and maintaining effective relationships with supervisors, co-workers, administrative and operating officials, and others;

Ability to apply practices, theories, techniques and methods to resolve management problems;

Ability to apply knowledge of the organizations, functions, procedures and legislation of the agency to the assigned problems;

Ability to determine the effects of changes recommended;

Ability to exercise creativity in devising solutions to problems;

Ability to supervise and coordinate the activities of subordinate personnel.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university.

Experience: Three years of experience preparing complex analytical studies of organizations, work processes, and management functions of work at the headquarters of a secretariat level department or independent agency.

OR

Experience: Four years of experience involving professional analytical work in Industrial Engineering, Business Administration (must have been in business financial management, managerial accounting, statistics, marketing research economics, or business policy formulation and administration), Public Administration (must have been in behavioral sciences, organization development, governmental budgeting, procurement and contracting, public financial management and budgeting, information technology systems development, government policy formulation and administration, or program analysis), Operations Research or Management System Analysis.

Notes:

1. Candidates may substitute graduate education in Industrial Engineering, Business Administration, Public Administration, Operations Research, or Management Systems Analysis from an accredited college or university at the rate of thirty credit hours for one year of the four years of required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Industrial Engineering, Business Administration, Public Administration, Operations Research, or Management Systems Analysis classifications or specialty codes in the management analysis field of work on a year-for-year basis for the required experience and education.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (excluded by agency), or Z (confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded form collective bargaining.
