NATURE OF WORK

A Health Policy Analyst II is the full performance level of work evaluating, analyzing, researching and developing health care services, policies and programs.  Employees in this classification do not supervise other positions.

Employees in this classification receive general supervision from a designated program administrator.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Health Policy Analyst Associate, Health Policy Analyst I and Health Policy Analyst II are differentiated on the basis of degree of supervisory control exercised by the supervisor over these employees.  The Health Policy Analyst Associate learns to perform duties under close supervision.  The Health Policy Analyst I performs duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty being performed.  The Health Policy Analyst II performs the full range of duties and responsibilities under general supervision.  The Health Policy Analyst II is differentiated from the Health Policy Analyst Advanced in that the Health Policy Analyst Advanced serves as expert consultant and technical advisor on strategic health policy, delivery, evaluation and financing issues to the Secretary, Deputy Secretary, Program Directors, Executive Directors, Associate Directors or Principal Chief in a Health Commission and may provide advice and guidance to lower-level Health Policy Analysts.

EXAMPLES OF WORK

Analyzes health care data to support policy, programs and services development;

Prepares reports summarizing the results of health care research;

Conducts research and analysis of factors affecting the use of specific health services;

Determines the impact on health care access, quality and cost of alternative approaches for developing and financing health services;

Represents the department at private sector and public meetings on health policy and financing issues;

Designs surveys and other research methodologies for forecasting future participation rates, use and costs of services for various health care programs;

Analyzes and develops recommendations regarding activities governed by health policy and regulation;

Prepares testimony on health policy or health regulatory issues;

Plans, coordinates and staffs new health care programs and policies;

Performs other related duties. 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the principles of health care policy;

Knowledge of health care administration and management practices;

Skill in the performance of qualitative or quantitative analysis;

Skill in organizing and presenting testimony;

Skill in analyzing and interpreting health care reports;

Skill in using computerized applications and software;

Skill in documenting and defending health care policy proposals;

Ability to use various methods in analyzing health care issues and developing appropriate recommendations;

Ability to comprehend technical documents;

Ability to testify at public hearings;

Ability to communicate effectively;

Ability to establish and maintain effective working relationships with State, federal and private industry health care officials, employees and the general public.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree from an accredited college or university.

Experience: Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes:

1. Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for one year of the required experience.

2. Candidates may substitute the possession of a Doctorate degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

ACKNOWLEDGEMENTS

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit E- Health Care Professionals classes. As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

This classification is one level in a Non-Competitive Promotion (NCP) series. NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance level in a classification series.  In order to be non-competitively promoted to the next level in a NCP series, an employee must: 1) perform the main purpose of the class, as defined by the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification and 3) meet the minimum qualifications of the classification.
