NATURE OF WORK

A Computer Operator Manager II is the managerial level of work operating multipurpose, multi-tasking computers.  Employees in this classification supervise Computer Operator Managers I.

Employees in this classification receive managerial supervision from a director of data services or other data processing administrator.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Computer Operator Manager II is differentiated from the Computer Operator Manager I in that the Computer Operator Manager II has supervisory responsibility for Computer Operator Managers I while the Computer Operator Manager I has supervisory responsibility for Computer Operator Supervisors.

EXAMPLES OF WORK

Plans, directs and administers the computer operations activity of an agency or data center in accordance with applicable laws, rules, regulations, policies and procedures;

Plans, coordinates, supervises and evaluates the work of Computer Operator Manager I's and related support staff;

Develops, implements and manages new and revised computer operations policies and procedures;

Develops, implements and manages training programs for computer operations staff;

Plans work schedules for the efficient use of computer resources and personnel;

Monitors computer operations for performance, reliability and utilization;

Oversees the maintenance and repair of computer hardware and related equipment;

Procures necessary computer hardware, software and supplies;

Meets with upper-level management, users, programmers, technical support staff and vendors to discuss and resolve computer operations problems;

Prepares statistical and narrative reports of routine computer operations and special projects;

Supplies information for the departmental information processing plan and budget;

Participates in the testing of new programs and systems by recommending improved operational procedures and placing the program or system in production status;

Reviews journals, catalogs and other technical literature and attends workshops, seminars and trade shows to keep abreast of the latest developments in computer technology;

May manage data communications, data entry and other related functions;

Performs other related duties.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102 Annotated Code of Maryland, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
