NATURE OF WORK

The Director, Administrative Services, Local Health II is responsible for administrative services for a county health department. Work of this class involves first or second level supervision of professional, technical and clerical staff.

Incumbents receive managerial level direction from a Health Officer or Deputy Health Officer of a county health department.

The Director, Administrative Services, Local Health I, II and III are differentiated on the basis of relative job evaluation among similarly functioning positions. The job evaluation factors include qualifications; nature and purpose of personal contacts; nature of recommendations, commitments, decisions and conclusions; creative thought; responsibility for planning; responsibility for administration; and nature of supervision received.

EXAMPLES OF WORK

Plans, organizes and manages a local health department budget;

Directs personnel services for a local health department;

Plans and directs an automated service delivery system;

Manages facility services and capital resources for a local health department;

Supervises subordinate administrative staff;

Makes recommendations to the health officer and program services directors regarding policy decisions;

Represents the health officer at meetings and conferences;

Meets regularly with the health officer, deputy health officer and program directors to ensure day-to-day operation of the health department in conjunction with provision of public health services;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the principles and practices of public administration applicable to a public health agency;

Knowledge of the principles and practices of governmental accounting, budgeting, administration of case formula and grant funds and public personnel administration;

Knowledge of data processing, automated information systems and microcomputer capabilities;

Ability to plan and direct administrative services and to manage subordinate staff;

Ability to prepare and implement administrative policies;

Ability to establish and maintain harmonious working relationships with officials and the public;

Ability to exercise initiative and judgment in making decisions conforming with laws, regulations and policies.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited college or university.

Experience: Six years of administrative experience, two years of which included responsibility for managing one or more areas of administrative services (personnel, budget, accounting, or related areas).

Notes:

1) Graduate credits in health care administration, business administration, public administration or health planning may be substituted at the rate of 30 semester credits for each year of general administrative experience.

2) Additional experience managing two or more areas of administrative services for a public health agency to include supervision of professional fiscal and personnel staff may be substituted for the required education on a year-for-year basis.
