NATURE OF WORK

An Electrician Senior is the advanced level of electrical work installing, repairing, testing and maintaining complex electrical systems including high-voltage service (13,000 volts or more), equipment, fixtures, and control devices.  Employees in this classification do not supervise other positions but may provide guidance and direction to lower-level Electricians, semi-skilled or unskilled maintenance workers.

Employees in this classification receive general supervision from a maintenance supervisor or other supervisory position.  Employees may be subject to call-in on a 24- hour basis.  The work may be performed in extremes of heat and cold and employees may be exposed to noisy, dirty and uncomfortable conditions.  The work may require the use of protective equipment such as safety goggles, face shields and gloves when drilling into metal, masonry or concrete; masks and respirators when working around asbestos; and insulated rubber gloves and sleeves when working around high voltage lines.  The work may require working in confined spaces at different heights and moving objects in excess of 50 pounds.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work Sections of the class specification.

The Electrician Senior is differentiated from the Electrician in that the Electrician Senior performs maintenance and repairs on more complex electrical systems and equipment, plans new or modified electrical installations using blueprints and may provide guidance and direction to lower-level electricians, semi-skilled or unskilled maintenance workers while the Electrician performs the full range of duties and responsibilities under general supervision.

EXAMPLES OF WORK

Interprets and applies appropriate electrical theories, principles and codes to address specific electrical problems;

Performs maintenance and repair on complex power distribution equipment, motor control centers, air handling units, chillers, emergency generators, transfer and time control switches, pumps, inverters, switch boards and rectifiers;

Makes recommendations to agency personnel on the resolution of technical and complex electrical problems;

Plans new or modified electrical installations by preparing sketches, diagrams or specifications according to blueprints and local electrical codes;

Participates in electrical installation inspections with field superintendents or engineers as the agency's on-site expert;

Installs, repairs, tests and maintains electrical equipment and fixtures such as fluorescent and incandescent units, conduit tubing and boxes, panels, antennas, outlets, fans, washing and drying machines and ranges; electrical systems such as fire and security systems, communication systems, heating and cooling systems and overhead and underground distribution systems; and control devices such as switches, fuses, ballasts, generators, motors, compressors, relays and transformers;

Services and repairs electrical systems to high-voltage service and units by replacing fuses, coils, switches, wiring and transformers; Locates and determines malfunctions in electrical systems, equipment and controls using testing equipment such as test lights, ohmmeters, ammeters, voltmeters and oscilloscopes;

Performs routine preventive maintenance on electrical systems, equipment and machinery such as inspecting controls, switches, meters, fuses, wires, motors, generators and transformers and by tightening screws, wires and contacts;

Reviews blueprints, wiring diagrams and schematics to determine the location of wiring, electrical devices and equipment in order to ensure compliance with code and safety regulations;

Calculates the load capacity of electrical wiring and equipment to ensure electrical compatibility and safety of components;

Examines work orders and estimates time, materials and staff required to complete a project;

Measures, cuts, bends, threads, assembles and installs conduits using tools such as hacksaws, pipe threaders and conduit benders;

Splices and connects wiring to lighting fixtures and power equipment using knives, pliers, electrician's tape and manual tools;

Completes work orders, maintenance and repair logs and other reports in order to track and document work performed and to record materials and supplies used;

Repairs, replaces and maintains new and existing electrical systems containing pneumatic, hydraulic, electronic, steam or hot water controls;

May assign and review the work of lower-level, unlicensed electricians, semi-skilled workers or helpers;

May inspect and make minor repairs to switch gear and transformers leading into the facilities' sub-station;

May take inventory of electrical materials, supplies, parts and tools;

May assign work to and provide guidance and direction to lower-level electricians and other semi-skilled or unskilled workers;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the theories and principles of electricity;

Knowledge of the methods, materials, techniques and principles used in the installation, repair, testing and maintenance of complex electrical equipment, systems and control devices;

Knowledge of applicable National and State electrical and wiring codes, regulations, rules, laws and standards;

Knowledge of the hazards of and precautions required in the safe operation of electrical systems and equipment;

Knowledge of the safe use and operation of testing equipment such as test lights, ohmmeters, ammeters, voltmeters and oscilloscopes;

Skill in performing complex and routine preventive maintenance on electrical systems, equipment and machinery;

Skill in the safe use and maintenance of manual and power tools and testing equipment;

Skill in interpreting and applying electrical theories, principles and codes;

Skill in reviewing and understanding blueprints, wiring diagrams and schematics;

Ability to perform basic arithmetic computations;

Ability to comprehend and follow instructions and directions;

Ability to prepare sketches, diagrams and specifications;

Ability to complete and maintain work orders, maintenance and repair logs and other forms;

Ability to estimate the time, materials and staff required to complete a project;

Ability to communicate effectively;

Ability to direct and control the work of lower-level electricians, semi-skilled and unskilled maintenance workers.

MINIMUM QUALIFICATIONS

Education:   Completion of eighth grade.

Experience: Five years of experience installing, repairing, testing and maintaining electrical systems, equipment, fixtures and control devices at commercial or residential buildings or other facilities.

Notes:

1. Candidates may substitute additional experience as described on year-for-year basis for the required education.

2. Candidates may substitute graduation from an accredited vocational or technical high school or other vocational or technical school with a concentration in electricity for three years of the required experience.

3. Candidates may substitute U.S. Armed Forces military experience as a non-commissioned officer in construction electrician classifications or construction and engineering specialty codes in the installation and repair of electrical systems, on a year-for-year basis for the required experience.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification who are assigned to facilities that mandate licensed electricians must possess a current license as a Master Electrician or other appropriate electrician license from a local board or from the Maryland State Board of Master Electricians, 500 N. Calvert Street, Baltimore, Maryland 21202-3651.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification may be subject to call-in 24-hours a day and may be required to provide the employing agency with a telephone number where they can be reached.

2. Employees in this classification who are designated as Level I or Level II employees shall attend and successfully complete the appropriate asbestos safety and health training as required by Executive Order 01.01.1987.22.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit A, Labor and Trades classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.
