NATURE OF WORK

A Coordinator Special Programs Health Services III, Addictions at the Maryland Department of Health (MDH) headquarters coordinates and advises local health departments or service providers regarding program services on a regional or Statewide basis but does not have grant monitoring responsibilities.  Employees in this classification assigned to MDH headquarters may also function as regional case managers.  Employees in this classification assigned to a local health department or residential facility perform the advanced level of work directing a program or the supervisory level of work directing a health related program.  Employees in this classification may supervise lower-level Coordinator Special Program Health Services positions and other assigned personnel or support staff.

Employees in this classification receive general supervision from a higher-level administrator.

Position allocation within the Coordinator Special Programs, Health Services III and IV class series is determined on the basis of relative job evaluation among similarly functioning positions.  The job evaluation factors include: qualifications; nature and purpose of personal contacts; nature of recommendations, commitments, decisions, and conclusions; creative thought; responsibility for planning; responsibility for administration; and nature of supervision received.

The Coordinator Special Programs Health Services III, Addictions is differentiated from the Coordinator Special Programs Health Services II, Addictions in that the Coordinator Special Programs Health Services III, Addictions oversees the operational (non-clinical) aspects of a program(s) at MDH headquarters or performs advanced/supervisory duties at a local health department or residential facility while the Coordinator Special Programs Health Services II performs the full range of duties and responsibilities under general supervision.

EXAMPLES OF WORK

Plans and conducts studies or surveys, and initiates investigations related to specific program services;

Makes recommendations for the maximum utilization of existing services as well as for additional or expanded services;

Maintains liaison and cooperative relationships with a variety of public and private agencies;

Provides professional consultation and assistance to public and private agencies having programs for persons who are mentally ill, developmentally disabled, geriatric patients, alcohol or drug dependent or otherwise receiving health services;

Coordinates community health planning committees;

Develops procedures for improved services, coordination and expansion of existing services and development of new services;

Makes speeches and appearances to explain available services;

Develops training programs for personnel working with the program services;

Develops and recommends standards for inpatient and outpatient services;

Encourages and directs the development of inpatient and outpatient services;

May supervise lower-level Coordinator Special Program Health Services positions and other assigned personnel or support staff;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of modern treatment and rehabilitation techniques in the field of health care or mental hygiene;

Knowledge of the types of treatment and rehabilitation programs available within the State of Maryland;

Knowledge of Statewide agencies, facilities, and community organizations providing services to individuals;

Ability to work with policy-making executives in the field of social and health planning;

Ability to stimulate, develop and coordinate available inter-agency and community programs and services;

Ability to conduct and participate in research programs, studies and surveys;

Ability to work with medical and allied professions in the development of necessary services;

Ability to present long-range plans to various public and professional groups;

Ability to prepare informative and accurate reports on program accomplishments;

Ability to communicate effectively with co-workers, management personnel, program participants, health care staff and the general public;

Ability to plan, organize and direct the work of others.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of professional experience in assisting in the coordination of a health-related program(s) or referring people to governmental and private resources.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university on a year-for-year basis for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health-related field of work on a year-for-year basis for the required experience and education.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit E, Health Care Professionals classes.  As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, positions in those agencies are excluded from collective bargaining.
