NATURE OF WORK

A Building Construction Inspector II is the full performance level of building construction inspection work for the State of Maryland involving sub-professional technical work in the construction field.  Employees in this classification must apply skills and techniques to perform skilled and technical assignments in the construction field with emphasis on building construction.  The work is characterized by the responsibility for supervision of construction projects of moderate scope and complexity, primarily involving buildings.  Employees in this classification must understand and interpret construction requirements through analysis of plans and specifications.  Employees in this classification may supervise lower-level sub-professional personnel performing general construction inspections.   

Employees in this classification receive moderate supervision from a professional architect/engineer, Building Construction Inspector Manager or other designated official and is subject to check in progress for adequacy of method and upon completion for accuracy and results.  The work also requires inspection of projects for compliance with established standards and specifications entailing considerable time to be spent out of doors under varying climatic conditions often requiring Statewide travel.              

Positions in this classification are evaluated using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of a class specification.   

The Building Construction Inspector I and the Building Constructor Inspector II are differentiated on the basis of degree of supervisory control exercised by the supervisor over these employees and work experience.  The Building Construction Inspector I and the Building Construction Inspector II both perform duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty being performed.

EXAMPLES OF WORK

Conducts on-site inspections of construction materials and work quality on all phases of construction projects of public buildings at State institutions to assure adherence to construction requirements, conservation rules and regulations, and other applicable standards and specifications;

Inspects grades, elevations, and stake-outs for structures, placement of steel reinforcements in structures, alignment of pipe lines, and drainage ducts;

Performs density tests for embankment, compaction and control;

Interprets specifications and approves minor changes that become necessary as normal construction progresses;

Performs field investigations to gather information necessary to the lay-out construction or measurement of specific projects;

Reviews and submits regular progress reports and cost estimates to keep interested parties informed of the status of all projects;

Reviews requests for payment of contractors and coordinates payment requests with progress reports;

Enforces State and Federal and local laws and regulations concerning construction procedure, safety practices and working conditions;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of architectural and engineering principles and practices in the construction of buildings; 

Knowledge of State building codes;

Knowledge of building materials; and of mathematics and its application for construction computations, such as computing area and volume;

Knowledge of the use of various engineering instruments such as transit, level plan table, drafting material, calculator and related instruments;

Ability to interpret construction plans, blueprints, maps and specifications;

Ability to make engineering drawings and tracings; 

Ability to assume inspectional responsibility;

Ability to enforce compliance with specifications;

Ability to plan and supervise the work of subordinates;

Ability to prepare construction reports;

Ability to work effectively and harmoniously with contractors, construction workers, and fellow employees.

MINIMUM QUALIFICATIONS

Experience: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of building construction experience, two years of which must have been at the level of supervisor or building codes inspector on building construction projects.

Note: Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in Civil Engineer Corps classifications or Technical Engineer or Civil Engineering specialty codes in the Engineering field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

ACKNOWLEDGEMENTS

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit C, Regulatory, Inspection and Licensure classes.  As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.     

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions    Article, Section 8-305.    

This classification is one level in a Non-Competitive Promotion (NCP) series. NCP promotions are promotions by which employees may advance in grade and  class level from trainee to full performance level in a classification series.  In  order to be non-competitively promoted to the next level in a NCP series, an employee must:1) perform the main purpose of the class, as defined by the Nature of Work section of the class specification; 2) receive the type of  supervision defined in the class specification and 3) meet the minimum qualifications of the classification.
