NATURE OF WORK

An Assistant Superintendent I is one of three levels of managerial work in a State facility for the chronically ill, the mentally ill, or the mentally retarded.  Employees in this classification are responsible for the non-clinical operations of the facility, and for coordinating with the medical, psychiatric, and developmental programs.  Employees in this classification supervise the non-clinical personnel in the facility, through subordinate supervisors.

Employees in this classification receive general supervision from the Director of the facility.

Position allocation within the Assistant Superintendent series is determined on the basis of relative job evaluation among similarly functioning positions.  The job evaluation factors include:  qualifications, nature and purpose of personal contacts; nature of recommendations, commitments, decisions and conclusions; creative thought; responsibility for planning; responsibility for administration; and nature of supervision received.

EXAMPLES OF WORK

Develops and implements administrative procedures and controls, participates in the formulation of facility policies, and assures operating efficiency in the facility;

Prepares and presents the institution's budget including requests and amendments necessary to obtain or use available funds to carry out recommendations;

Administers and coordinates federally supported grant projects; Develops, plans, and recommends capital improvement program for the institution and prepares specifications for building projects;

Oversees payroll, accounting, maintenance, dietary, housekeeping, and personnel activities;

Oversees all fiscal and general administrative matters in the nursing, rehabilitation, social service, education and training, research, and medical departments;

Develops, implements and evaluates facility-related recommendations for policies and procedures; Prepares periodic budget reports;

Ensures adherence to the established State and federal regulations pertaining to the management of funds and property;

Performs other related duties.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
