Summary Statement

Under the direction of the Education Unit Supervisor, this position is responsible for the leadership, administration and supervision of the Unit’s special education programming and services, and compliance with the Delaware Department of Education’s special education rules and regulations.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Establishes, monitors, and supervises procedures for evaluations, eligibility, re-evaluations, and IEP implementation in accordance with Delaware special education regulations.
  • Directs special education services for all students with disabilities and ensures that students have access to the core curriculum.
  • Guides the development and implementation of long-range and short-range plans for achieving special education goals and objectives in alignment with the Unit’s strategic plan.
  • Provides oversight for the systemic management of student records and ensures compliance with the Family Education Rights and Privacy Act (FERPA).
  • Provides accurate and timely data to partner organizations for evaluating outcomes for students with disabilities.
  • Develops, submits, and manages appropriate IDEA grants.
  • Assumes responsibility for Child Find activities including the coordination of referral activities and screenings.
  • Serves as the Unit’s liaison in all matters concerning special education.
  • Engages new special education personnel in effective induction procedures and facilitate continued professional development through ongoing training opportunities both within and outside the Unit.
  • Plans, implements, and facilitates professional development for school staff assigned the responsibility of overseeing the special education services/process in buildings.
  • Maintains communication network with other state level special education directors.
  • Supervises and evaluates Educational Diagnosticians and School Psychologists.
  • Assumes responsibility for compiling, maintaining and filing all required reports, records, and other legally required documentation related to special education services.
  • Coordinates and facilitates regular staff meetings for special education staff.
  • Coordinates the provision of diagnostic and referral services to Unit sites (i.e., speech/language, occupational therapy, physical therapy).
  • Assumes any other responsibilities as assigned by the Education Unit Supervisor or his/her designee .

  • Ability to work collaboratively with site administration to implement and monitor special education programs.
  • Ability to work in a supportive, collaborative role with staff in a variety of sites.
  • Ability to interpret and remain current on all federal, state, and local mandates for special education and 504 services, and to ensure the unit is in compliance.
  • Ability to handle confidential information discretely and professionally.
  • Effective management, supervisory, team-building, and problem-solving skills.  
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from a variety of audiences.
  • Ability to access and manipulate data and use technology to support daily tasks.                

Job Requirements

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Master’s Degree required.
  2. Thirty (30) graduate level semester hours from a regionally accredited college or university in Special Education, taken either as part of a degree program or in addition to it, or the equivalent in professional development pre-approved by the Department.
  3. A minimum of five (5) years of teaching experience with exceptional children special education students at the Pre-K to 12 public school level or equivalent (ages 5 to 21 years inclusive).
  4. A minimum of five (5) years direct development of IEPs and implementation through service delivery.
  5. Five (5) years administrative/supervisory experience involving exceptional learner process and instructional programming.
  6. Possession and maintenance of a valid driver’s license.

  1. Valid Delaware Teaching License
  2. Director of Special Education Certification
  3. DPAS II Certification

Conditions of Hire

Criminal background check:  A satisfactory criminal background check is required as a condition of hire.  The recruiting agency may require the applicant to pay for the criminal background check as part of the conditional offer of hire.

Pre-employment Drug Testing:  Upon a conditional offer, you must undergo pre-employment drug testing as part of the hiring process.
