Summary Statement

DOC/DSP Equine Program is primarily assigned to the horse barn providing supervision of offenders participating in the Equine Program.  Daily operations require working closely with DSP staff to accomplish assigned tasks while providing necessary care for the horses and proper maintenance of the barn.  The position incumbent will work variable days and hours (to include nights, weekends and/or holidays) as needed based upon DSP Mounted Patrol Unit’s activations and events, operational needs within the horse barn and facility grounds.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  1. Knowledge of basic equine care which includes feeding, grooming, stable and grounds maintenance and associated equipment handling.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Supervises and participates in the maintenance of discipline, order, security and housekeeping of assigned locations and/or staff.
     
  • Supervises and participates in periodic shakedowns of buildings, grounds, and cells blocks to detect contraband or defects in the security system.
     
  • Observes inmate activities to detect unusual or prohibited behavior which may be threat to the security of the facility or the safety of the inmate, other inmates, employees or visitors.
     
  • Implements prescribed policies and procedures, insures the enforcement institutional departmental rules and regulations.
     
  • Conducts inspections of staff and monitors works of staff in assigned unit location.  Provides training to newly hired and experienced employees.
     
  • May supervise less difficult/lower activity activity shift, in areas such as the control of security gates, the processing of new inmates, and the review of commitment, release or transfer documents.
     
  • May supervise complex activities such as the mail room, commissary, transfer unit, visit room or highway project unit.
     
  • Prepares or supervises the preparation of shift logs, records and reports.

Job Requirements

JOB REQUIREMENTS for Correctional Corporal

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. At least one year experience as a Correctional Officer or equivalent experience.
  2. Possession of a valid Driver’s License (not suspended, revoked or cancelled, or disqualified from driving). 

Additional Posting Information

Applicants may only apply if they are current permanent employees of the State of Delaware Department of Correction in a position covered by the Merit System who have completed their initial probationary period.  

Employees in a qualifying Correctional Officer (CO) series position will be eligible to retire after completing twenty-five (25) years of pension creditable State service with at least twenty (20) of those years of pension creditable service in a CO series classified position at the time of retirement.

Appointees other than in-line promotions must successfully complete a Department training course in security and related areas prior to assignment.  This course is administered by the Department of Correction at the Employment Development Center.  Coursework includes physical, classroom and hands-on training.  Instruction is provided in the areas of inmate supervision, defensive tactics, riot control, weapons, report writing and emergency medical training.

Conditions of Hire

Union:  As a condition of accepting employment, the person selected for this position shall join and pay dues to the labor organization or may, instead not join but pay a service fee no greater than the dues.  The labor organization has been elected by employees as their representative for collective bargaining and other work related purposes.
