Summary Statement

A class incumbent is responsible for managing a multifaceted social services program on a countywide basis.

  • Responsible for a staff of 35-60 supervisory, professional, paraprofessional, and clerical staff.
  • Annual operating budget of 2.3-3.0 hundred thousand dollars.

Essential Functions

  • Manages and directs the activities and functions of a multifaceted social services program; Monitors service delivery and implements organizational changes necessary to achieve goals and objectives.
     
  • Develops and/or revises operating plans and procedures in accordance with overall departmental/divisional goals and objectives.  Oversees the implementation of same.  Ensure policies and procedures provide for effective delivery of services.
     
  • Plans, assigns, reviews and evaluates the work of supervisory staff responsible for effective delivery of services.
     
  • Participates as a member of senior management staff in examining statewide needs and issues.
     
  • Works closely with program development managers in the development, implementation and monitoring of new and/or revised service programs or delivery methods.
     
  • Works with other state, community or private social service providers to ensure quality services to clients.
     
  • Oversees support functions such as building maintenance, vehicle maintenance and supplies and equipment necessary for effective operations.

Job Requirements

JOB REQUIREMENTS for Social Services County Operations Manager I
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Behavioral or Social Science or related field. 
  2. Three years experience in providing, coordinating, and monitoring the delivery of professional social services to children, youth, and their families. 
  3. Three years experience in ensuring compliance with laws, rules, regulations, standards, policies, and procedures.
  4. Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation. 
  5. Six months experience in developing policies and procedures. 
  6. Six months experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.

Conditions of Hire

Criminal background check:  A satisfactory criminal background check is required as a condition of hire.  The recruiting agency may require the applicant to pay for the criminal background check as part of the conditional offer of hire.
