Summary Statement

A class incumbent performs comprehensive studies in support of the Joint Legislative Oversight and Sunset Committee (JLOSC).  The JLOSC performs periodic legislative review of State agencies, boards or commissions to determine if an agency is effectively performing to meet the needs of the public.  A significant aspect of the duties involves working closely with State agencies, boards and commissions to analyze and gather data on policies, procedures and operational practices in order to recommend improvements and alternative methods that strengthen and support each agency in meeting their goals and objectives.

Essential Functions

  • Works with State agencies and attends public meetings to review their policies, procedures, enabling statutes, and financial operations, along with issues they may be experiencing.
     
  • Conducts research and studies on a variety of data to make recommendations for Committee members to consider such as changes to enabling statutes or agency policies; that improve the efficiency or effectiveness of the State agency’s operations under review.
     
  • Serves as a resource to the Committee to ensure proper information and input is given to Committee members in their deliberations regarding policy matters and legislative amendments.
     
  • Tracks each State agency’s performance of recommendations and keeps Committee members apprised of all substantive updates.
     
  • Researches and recommends to the Committee State agencies for future review.

Applicants must have education, training or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Public Policy, Public Administration, Business, Economics or related field. 
     
  2. Knowledge of program administration such as comprehensive analysis of programs, budgets, projects, services, alternatives and costs.
     
  3. Experience in conducting studies which includes evaluating operations, programs, services, policies and procedures to determine efficiency, effectiveness, whether goals and objectives are met and compliance with laws, rules, regulations, policies and procedures.
     
  4. Experience in developing and analyzing public policies and monitoring fiscal impact.
     
  5. Experience in analyzing legislation.
     
  6. Experience in making recommendations for continuation or changes to operations, programs, services, policies or procedures based on findings. 
     
  7. Experience in narrative report writing.
