Description of Occupational Work

This class series uses six levels of work in the Labor, Trades and Crafts Occupational Group, Custodial and Laundry Services Occupational Series and describes cleaning and maintaining interiors and furnishings in institutional living quarters/wards, state clinics or related state facilities according to sanitary standards.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.
  • Cleans walls, floors, carpets and other interior building components by mopping, scrubbing, waxing and shampooing or vacuuming.
  • Dusts and polishes furniture and fixtures; washes windows.
  • Empties and cleans wastebaskets, garbage containers and ashtrays. Transports trash to disposal area.
  • Disinfects bathrooms, kitchens and kitchen appliances, patient/clinic rooms, examination rooms; replenishes soap and paper supplies; changes bed linens.
  • Moves and arranges furniture; hangs drapes and window shades.
  • Operates a variety of custodial equipment such as wet/dry mops and vacuums, scrubbers, carpet shampooers and buffers. 
  • Uses items such as brooms, ladders, brushes, and mixtures of water/chemical solutions.
  • May sweep sidewalks and patios, shovel snow and pick up trash.

Levels of Work

Custodial Worker

The first level in the custodial services series performs the full range of essential functions as described.

  • Reports to a technical or administrative supervisor.
  • Performs a variety of cleaning tasks to maintain a clean, safe and sanitary environment.
  • Operates custodial equipment and mixes proper amounts of water/chemical cleaning and sanitizing solutions.

Senior Custodial Worker

The second level in the custodial services series performs a variety of custodial duties and functions at the lead level overseeing a small crew of custodial workers.

  • Reports to a technical supervisor.
  • Determines need for major repairs and notifies superior; maintains cleaning equipment.
  • Completes forms for supplies, equipment and work performed.
  • May operate a motor vehicle.
  • May make minor repairs to custodial equipment.

Custodial Supervisor I

This level is responsible for supervising and participating in custodial work.

  • Reports to a technical supervisor.
  • Supervision is exercised over at least two or more merit, full time positions (per Merit Rule 5.1460), one of which must be in the custodial services series and cannot be limited to contractual staff. The elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, and recommending hire, fire and discipline.
  • Inspects work areas to see that employees are performing work in accordance with instructions.
  • Ensures safety and sanitary conditions are maintained and equipment and supplies are available.
  • Determines need for equipment repairs, maintenance and custodial supplies and notifies superior or writes repair work orders; orders supplies and keeps inventory.
  • Prepares and maintains records and reports relating to personnel, supplies, equipment and work performed.

Custodial Supervisor II

This level is responsible for supervising directly and through subordinate custodial supervisors daily custodial operations.

  • Reports to an administrative superior.
  • Maintains efficient and effective work operations and sanitary conditions by evaluating production and developing/revising work plans and schedules.
  • Resolves problems and complaints.
  • Plans, assigns, reviews and evaluates the work of subordinate supervisory personnel; trains employees on new methods, supplies, policies and procedures; commends and disciplines subordinates.
  • Evaluates operating practices and procedures to include personnel, recordkeeping, performance standards, and equipment and supply utilization and determines needs.
  • Prepares and maintains records and reports relating to personnel, supplies, equipment and work performed.
  • Maintains inventory of cleaning supplies, equipment and paper products
  • Requisitions supplies and prepares work orders for building and equipment repairs.
  • Principal contacts are with other unit staff to coordinate daily operations and work schedules.

Custodial Superintendent

This level is responsible for planning, directing, administering and evaluating large-scale custodial operations.

  • Supervises directly and through subordinate supervisors.
  • Reviews, evaluates and prioritizes custodial projects based on staff resources and capabilities, contractual needs, necessity of equipment repair/replacement and estimates of time, materials and costs; coordinates projects with other units, subordinates and/or contractors.
  • Plans, assigns, reviews and evaluates the work of subordinate personnel; interviews and recommends hiring of job applicants; commends and disciplines subordinates.
  • Establishes cleaning, sanitation and safety standards; oversees custodial activities and work schedules to ensure effective and efficient operations and compliance with standards and contracts.
  • Investigates new, safer and more time efficient and cost effective cleaning supplies, equipment, methods and procedures; recommends and implements the same.
  • Oversees custodial contracts, monitors fund balances and ensures adherence to contract terms, work schedules and satisfactory completion of projects.
  • Prepares and maintains records and reports relating to personnel, supplies, equipment and work performed; compiles cost data on supplies and equipment; orders supplies and equipment; based on needs and funding; oversees inventory of supplies and equipment.
  • Principal contacts are with other unit staff, contractors and vendors to coordinate projects, resolve problems and complaints, compile cost data and to purchase supplies and equipment.

Custodial Superintendent II

This level is responsible for planning, directing, administering and evaluating regional or county-wide custodial operations including multiple, diverse facilities. Scope of custodial work administered includes supervising directly and through subordinate supervisors over 50 full time, Merit positions. 

  • Supervises directly and through subordinate Custodial Supervisor II and Custodial Supervisor I positions.
  • Directs the custodial operations of a county or region including multiple state facilities.
  • Oversees the coordination of diverse custodial services such as custodial, laundry and warehouse functions. 
  • Ensures all housekeeping inventory is maintained and coordinates deliveries of inventory across multiple facilities; oversees the use of specialized equipment such as a box truck and pallet jack to move materials.
  • Develops policies, procedures and training to improve compliance and quality of services.
  • Plans, develops and manages custodial budget of large-scale custodial operations and projects.

Knowledge, Skills and Abilities

The intent of the listed knowledge, skills and abilities is to give a general indication of the core requirements for all positions in the class series; therefore, the KSA's listed are not exhaustive or necessarily inclusive of the requirements of every position in the class.

  • Knowledge of custodial safety practices and procedures.
  • Knowledge of custodial materials, methods and practices.
  • Knowledge of the operation and care of vacuums, scrubbers, buffers and other custodial equipment.
  • Ability to mix proper amounts of water/chemical solutions.
  • Ability to understand and follow instructions.
  • Ability to operate custodial equipment.

In addition to the above Knowledge, Skills and Abilities, the Senior Custodial Worker requires:

  • Ability to lead others in performing custodial work.
  • Ability to keep records and complete forms.
  • Ability to work without close supervision.

In addition to the above Knowledge, Skills and Abilities, the Custodial Supervisor I requires:

  • Knowledge of supervision.
  • Knowledge of basic recordkeeping and report writing.
  • Ability to assign, oversee and evaluate the work of custodial personnel including reinforcing standards of job performance.
  • Ability to train personnel in custodial work.

In addition to the above Knowledge, Skills and Abilities, the Custodial Supervisor II requires:

  • Knowledge of department policies and procedures regarding personnel, supply and equipment, and custodial work.
  • Knowledge of recordkeeping, report writing, supply and inventory practices.
  • Ability to coordinate and plan for effective use of equipment, supplies and personnel.
  • Ability to resolve problems and complaints.

In addition to the above Knowledge, Skills and Abilities, the Custodial Superintendent requires:

  • Knowledge of principles and practices of planning, organizing and general administration.
  • Ability to plan and direct custodial operations including determining work priorities.

In addition to the above Knowledge, Skills and Abilities, the Custodial Superintendent II requires:

  • Knowledge of the principals and practices of management.
  • Skill in overseeing and directing the custodial operations of multiple, large-scale facilities.
  • Skill in developing and managing budgets and contracts.
  • Skill in developing policies and procedures to maintain compliance and improve operations.
  • Ability to review custodial operations and make recommendations for improvements.

Job Requirements

JOB REQUIREMENTS for Custodial Supervisor II
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in inventory control such as ordering, receiving, tracking, storing and handling inventory; disbursing materials, supplies and equipment .
  2. Six months experience in record keeping.
  3. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
  4. Knowledge of planning and directing institutional or office custodial operations.
