Summary Statement

This class is responsible for performing work in three distinct areas:

  • Providing information resource knowledge and assistance to state agency personnel engaged in the data production and collection processes of the statewide Legislative Information System(LIS).
  • Providing system analysis, design, programming and operator training.
  • Operating and trouble-shooting a teleprocessing central computer associated with a local area network (that serves several functional agencies housed at a central facility).

Nature and Scope

Supervision is provided by a Senior Legislative Information System Specialist. For the LIS, duties include trouble-shooting hardware and software problems, maintaining the centralized teleprocessing computer and training agency users engaged in legislative system operations. Duties include system analysis and design, programming, and user training. For the LAN system, duties include operating the central computer, managing the network, and troubleshooting. Principal contacts are with financial and information resource managers and system users in order to provide efficient data processing, data transmission, and trouble-shooting for the LIS and a local area network.  The LIS contains information on all legislation of the General Assembly such as daily agendas, roll calls, bill tracking, text of legislation and amendments and is used by legislators, elected and appointed officials, State staff, and the general public.
 

Essential Functions

  • Provides information resource knowledge and assistance to users of the LIS; trains users in file maintenance, report generation, data entry operations, and system functionality; trouble-shoots hardware and software problems, installs and tests software, maintains statewide network, operates the central teleprocessing computer and maintains the User's Operating Manual.
     
  • Provides programming, systems analysis and design work; trouble-shoots hardware and software problems.
     
  • Operates and maintains a teleprocessing computer, trouble-shoots hardware and software problems, provides security for the system, participates in storage capacity planning, and trains system users of a LAN network which serves the General Assembly.
      
  • Develops and maintains a Disaster Recovery Plan for the safeguarding of data and the continuation of information system services.
     
  • Writes program specifications for work to be performed by contractors.
     
  • Drafts policies and procedures for the LIS resulting from trouble-shooting. Drafts changes to training materials resulting from trouble-shooting hardware and software problems.
     
  • Supports all aspects of a LAN (hardware and software) and telecommunication systems for voice/audio/imaging as a systems administrator.
     
  • Installs, tests, configures, troubleshoots and repairs data/voice/audio communication systems and associated wiring, peripheral devices and end devices, e.g., printers, interface cards.
     
  • Configures, installs, tests, troubleshoots, repairs and monitors operation of LAN hardware/software including desktop computers, data/voice/audio communication systems, including peripheral devices, wiring and cabling to ensure connectivity and functionality.
     
  • Identifies and resolves network and telecommunication system malfunctions including connectivity and functionality for central and remote access and other connections/interfaces; start/restart network after disruptions or failures using computer diagnostic tools and software; run system backups; resolves desktop computer problems.
     
  • Provides courteous customer service through central help desk function to resolve or ensure resolution of problem diagnosis/assessment and repairs. Maintains database of user problems and resolution.
     
  • Performs routine network systems administration to include, but not limited to: addition/deletion of users and hardware/software, defining access rights, ensuring compliance with security procedures and policies, purchasing hardware/software through state contracts, planning and implementing desktop computer migration and maintaining inventory control systems. Advises and trains users on the operation and capabilities of hardware and application software.
     
  • Plans, schedules, installs and tests software updates and hardware upgrades; performs asset management, conducts needs analysis of equipment, software, network security, budget, disaster recovery concerns, training and equipment resources to plan and recommend network changes in ways that meet program goals. Coordinates network expansion with agency technical staff, consultants, contractual vendors or OTM.
     
  • Monitors, coordinates and manages the design, development, security, operation, processing, performance and maintenance of relational and/or other database, data storage and retrieval systems.
     
  • Develops database standards, documentation, security and authorization procedures.
     
  • Monitors and troubleshoots databases for potential or existing performance or security, problems, capacity requirements and makes modifications/adjustments to ensure availability of data.
     
  • Installs, monitors, diagnoses and debugs database system software. Plans for projected software requirements and increased computer capacity relating to database requirements.   Maintains database workflow integrity through programming collaboration.
     
      
  • Supports the Controller General’s Office in its process to create the state appropriations legislation, as it relates to the LIS.

  • Knowledge of the concept, methodology and purpose of the State's LIS.
  • Knowledge of the theory, components, configuration and operation of computer network systems, computers and peripheral equipment.
  • Knowledge of the concepts, methods and techniques of system analysis, including information needs analysis, requirements analysis and alternate design analysis.
  • Knowledge of computer programming languages including procedure language.
  • Knowledge of the applicable agency requirements, policies and standards and the State's rules and regulations which pertain to data processing.
  • Knowledge of Data Base Management System concepts.
  • Knowledge of the tools and techniques for testing software.
  • Ability to install and test software.
  • Ability to trouble-shoot hardware and software problems.
  • Ability to operate and maintain a teleprocessing computer system.
  • Ability to provide an effective security system for the computer and associated networks.
  • Ability to train personnel in the proper use of the LIS.
  • Ability to write clear, concise, informative manuals and reports.
  • Ability to establish and maintain effective working relationships.
  • Ability to analyze and define users' data requirements, translating them into design.

Job Requirements

JOB REQUIREMENTS for Legislative Information System Specialist
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in administering computer data networks which includes troubleshooting, diagnosing and resolving hardware and software problems.
  2. Three years experience in installing, testing, and configuring computer data networks including associated wiring, network dependent devices and infrastructure components.
  3. Six months experience in computer programming languages including the latest generation.
  4. Six months experience in database management concepts and systems development lifecycle methodology.
  5. Knowledge of computer data network design or redesign.
