Introduction


The Connecticut State Library (CSL) has one (1) available opportunity for a State Library Unit Head in the Division of Library Development at the Middletown Library Service Center. CSL is an Executive Branch agency founded in 1854. The State Library provides a variety of library, information, archival, public records, museum, and administrative services for citizens of Connecticut, as well as for the employees and officials of all three branches of State government. CSL also serves students, libraries, researchers, and town governments. The Middletown Library Service Center provides service to public and other libraries throughout Connecticut; the Library for the Blind and Physically Handicapped (LBPH)’s mission is to provide free library services to Connecticut residents who cannot read standard print due to a visual or physical disability.

About the Position
The Unit Head - Middletown Library Service Center/LBPH Director is responsible for overseeing the operational and facilities management of the Middletown Library Service Center and the Library for the Blind and Physically Handicapped. The incumbent works with the Division Director to: develop partnerships with agencies, organizations, and other groups to enhance programs and services to libraries and librarians; develop statewide initiatives; engage with the national state library community; and pursue grants. The incumbent is also responsible for ensuring LBPH services comply with federal statutes, national standards, and the agreement with the Library of Congress, National Library Service for the Blind and Physically Handicapped (NLS). The Unit Head will further develop LBPH by engaging in outreach and marketing of services to a current patron population of 5000+. 

Position Details
  • Hours: Full-time position; 40 hours per week; Monday through Friday.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the State Library this class is accountable for supervising a unit of staff engaged in providing professional library services.

EXAMPLES OF DUTIES

Schedules, assigns, oversees and reviews work of staff; assists staff in conducting work of unit; provides staff training and assistance; conducts performance evaluations; determines priorities and plans unit work; establishes and maintains unit procedures; develops or makes recommendations for development of policies and standards; assists in unit or program budget preparation; monitors unit or program expenditures; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence; performs related duties as required.
PROGRAM UNITS/SERVICE GROUPS: Supervises a major unit or service group such as Access Services, Collection Services, Discovery and Delivery Services or the Library for the Blind and Physically Handicapped.
DIVISION OF LIBRARY SERVICES: Administers a Library Service Center providing consultant and supplemental services to public and other libraries or administers a statewide program providing information to the public on plans and programs and prepares and edits State Library publications.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of modern principles and practices of library and information science with particular reference to area of specialization; considerable knowledge of library administration, principles and techniques of modern library science and library technology; considerable interpersonal skills; considerable oral and written communication skills; planning ability; ability to utilize computer software and library applications; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Master's degree in library science or information science from a library school accredited by the American Library Association and four (4) years of post graduate degree experience in professional library work.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been providing complex professional library services.
Note: For State employees, this is interpreted to be at the level of Librarian 2 (State Library).
Note: The State Librarian may determine other advanced educational degrees equivalent to the MLS degree based on special staffing needs.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

For State employees, two (2) years as a Library Specialist may be substituted for the General and Special Experience.

PREFERRED QUALIFICATIONS

  • Experience as a library director, department manager, or supervisor at a public, government, or special library.
  • Experience supervising, evaluating, training, and assisting support staff.
  • Experience in community engagement and outreach to the blind and physically disabled community or other special needs communities.
  • Experience managing systemwide, or statewide projects.
  • Experience implementing library services and programs.
