Introduction

The Department of Developmental Services – North Region has a job opportunity for a DS Residential Program Supervisor 1 based out of the Hartford Regional Center in Newington, CT. This position is in the Individual and Family Support Division and functions as the Regional Respite Coordinator.

This is a full-time thirty-five (35) hours per week position. The base work schedule is Monday through Friday, 9:00am – 4:30pm. Must be flexible to meet the needs of the agency, individuals, families and for the supervision of staff. Incumbents may be required to work occasional weekends to monitor staff or programming.

Selection Plan

Incumbents in this class will be required to possess and retain a valid Motor Vehicle Operator's license. Incumbents in this class will be required to travel. Incumbents must be have a flexible schedule to meet the needs of individuals, families and supervision of staff. Incumbents may be required to work occasional weekends to monitor staff or programming.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Developmental Services this class is accountable for assisting in the supervision and implementation of programs designed for persons with mental retardation.

EXAMPLES OF DUTIES

Acts as the Region’s Respite Coordinator; oversees supervision, operations and oversight for the Region’s  3 Family Respite Centers; coordinates respite eligibility and scheduling for over 350 families per quarter requiring good interpersonal skills with families and staff; Monitors health and safety and complies with individual’s plans for service delivery; Trains staff on policies and procedures applicable to their job description and ensures they are implemented with programs, facilities, and services to families; Responds to consumer/family complaints; Ensures appropriate Medicaid billing for billable services; May be assigned responsibility for orderly operation of facility on a shift; Ensures staff are performing duties as written by behaviorist, speech/communication therapist or other disciplines; Reviews monthly data and prepares quarterly reports; May assist in statewide Respite  based initiatives; May be involved in emergency placement or relocation of individuals; Attends statewide meetings on best practices in implementing services to families; may coordinate community life skills development programs; Requests supplies and prepares requisitions; Prepares maintenance requests; Acts as a member of the DDS IFS Team, participating in community presentations, family forums, parent and community groups, and serves on regional or statewide committees; Conducts fact findings; Corrects deficiencies; Monitors and evaluates employee performance; Uses disciplinary action when necessary; May interview for vacant positions; provides back up supervision for PS1 overseeing DDSSLW staff employed in four (4) regional offices, and seasonal workers, as employed:  Reviews family respite surveys to assist in evaluating respite programs and employee performance; May make visits to program sites or family homes to assess services or respond to concerns; Assists in the writing of policies, procedures and protocols; Performs other related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of mental retardation procedures and terminology; considerable knowledge of modern methods of dealing with persons with mental retardation; considerable knowledge of rehabilitative and interdisciplinary process; considerable interpersonal skills; ability to administer activities of a unit; ability to analyze and resolve day to day problems of persons with mental retardation; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of experience in the care and supervision of persons with mental retardation.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a supervisory capacity at the level of a Supervising Developmental Services Worker 1 or 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training, preferably in an educational, nursing or social science field, may be substituted for the General Experience on the basis of two (2) years of college education equalling one (1) year of experience to a maximum of two (2) years.

PREFERRED QUALIFICATIONS

• Experience working with adults and children with intellectual disabilities and/or autism spectrum disorders who live independently, or at home with families
• Ability to independently problem solve and resolve complex situations with individuals and families who need in or out of home supports
• Ability to organize and prioritize tasks
• Ability tosupervise staff
• Experience working with teams and clinicians, as well as with Case Managers
• Solid written and oral communication skills, as well as the ability to teach and train staff
• Knowledge of residential life skills and assessments
• Experience developing goals and objectives with staff to meet individual’s needs, as identified in their Individualized Plans
• Ability to provide oversight of Medicaid Waiver billing for services
• Proficient computer skills and knowledge of Outlook, Word, Excel, Access, DDS e-camris and CORE-CT are preferred, as this position requires advanced computer skills working spreadsheets and database systems

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to be bilingual or fluent in American Sign Language.
2. Incumbents in this class may be required to travel.

PHYSICAL REQUIREMENTS

Incumbents in this class will be required to possess physical and emotional health for efficient performance of duties; a physical examination may be required.
