Introduction

The Connecticut Technical Education and Career System (CTECS) [formerly known as the Connecticut Technical High School System] is seeking candidates who can manage both internal as well as external coherent messaging for a large school district with about 10,700 students and 1,900 staff members. 

Outreach to stakeholders according to mission and vision of technical and career education is the paramount role. 

Some duties include: Development of a comprehensive communications plan; Board of Education communications; Internal communications and central messaging; Oversee outreach and student recruitment communications; Engagement of industry through proactive research.

This position is located at 39 Woodland Street in Hartford and is a 12-month position, 40 hours per week, Monday – Friday, 8:30 a.m. - 5:00 p.m.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Education assists the Secretary, State Board of Education, in the performance of special assignments in matters pertaining to educational policy and other State Board responsibilities.

EXAMPLES OF DUTIES

Acts as an executive assistant to the Secretary, State Board of Education; prepares policy materials for presentation to the State Board of Education; may work with representatives of the State, Federal, Local and Legislative agencies on educational matters; prepares reports on matters of concern to the State Board of Education as required; participates in the planning of educational goals and strategies; coordinates the dissemination of information to interested parties; assists in the organization and staffing of units of the Department; may assist in developing the State Board of Education agenda; performs research projects as directed; does related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of the basic philosophy of education; knowledge of organizational behavior and planning; ability to plan educational policy; ability to prepare comprehensive reports; ability to develop and maintain cooperative working relationships; administrative ability; considerable skill in oral and written expression.

MINIMUM QUALIFICATIONS

Demonstrated competence to perform the duties and responsibilities of the position as determined by the State Board of Education.

PREFERRED QUALIFICATIONS

Two years experience for a Connecticut school district as a communication coordinator/director; Holds a Bachelor's degree; Understanding and experience with school choice program dynamics; Experience working with traditional and social media outlets; Experience managing marketing and advertising campaigns - specifically district schools and programs of choice; Experience coordinating all print publications (brochures, flyers, annual reports, newsletters) including writing, editing, designing, soliciting bids and printing; Experience as a media liaison/district spokesperson to provide accurate information to the media, place positive stories, respond to crisis events; Experience coordinating key district events designed to communicate priorities, build positive culture and celebrate achievements; Experience with website and social media management and content development; Strategic communications with internal and external audiences. Provides stakeholders with regular, ongoing communication about district vision, finances, changes and outcomes using a variety of communication channels; Familiarity with a variety of communication channels including videos, e-mail communications, infograms, webpages, newsletters and social media; Experience in board relations and communications; community engagement - organizing to achieve positive outcomes for schools and gain widespread support; Work closely with administration in a community advisory role and to craft and refine strategic communications; Familiarity with data collection methods to measure progress and identify issues; Versatile and proficient writer who is able to create content and messaging for multiple audiences.

SPECIAL REQUIREMENTS

Must hold an appropriate certificate issued by the State Board of Education.
