Introduction

The position is located at 450 Columbus Blvd., Hartford.  The hours of work are 8:30 to 4:30 Monday through Friday.  This individual will play a critical role in the refinement, evaluation, and implementation of Connecticut’s Next Generation Accountability System for districts and schools. Working in close collaboration with the accountability and data warehouse staff in the CSDE Performance Office, this individual will incorporate progress toward English language proficiency as an additional indicator; establish criterion referenced cuts for school categories; add new science assessment results into EdSight and the accountability system; produce public and secure EdSight reports to more explicitly highlight the accountability results for all students and each individual subgroup; and conduct ongoing evaluation and continuous improvement of the accountability system.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Education assists in planning and executing programs of extensive difficulty and scope for the improvement of education in the State.

EXAMPLES OF DUTIES

Assists a Bureau Chief or Education Consultant in supervising various educational programs and services offered by the State; assists in the development and administration of certain programs of major importance or may develop and administer other programs within the framework of bureau policy; provides professional leadership and guidance to school authorities, professional organizations, students and various community groups and individuals; may assist in directing the routine functioning of the bureau; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of the philosophy and methods of education with particular reference to the field concerned; teaching skill; ability to prepare reports; ability to deal effectively with others.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

An earned advanced degree and five (5) years of professional experience OR in lieu thereof an equivalent combination of experience and training approved by the Board of Education.

PREFERRED QUALIFICATIONS

The preferred candidate will possess an advanced degree in measurement, evaluation, or statistics; a working knowledge of public education accountability systems; proficiency with using SAS tools (e.g., Enterprise Guide, Data Integration Studio) to integrate and analyze large/complex datasets; experience with interpreting results from complex data analyses and making them understandable to diverse audiences in order to facilitate decision making; and a strong background in educational assessment (e.g., summative, formative) with a special emphasis on the technical aspects of large-scale assessments.

SPECIAL REQUIREMENTS

Must hold an appropriate certificate issued by State Board of Education.
