Introduction

The position is located at 450 Columbus Blvd., Hartford.  The hours of work are 8:30 to 4:30 Monday through Friday.  This individual will take a lead role in the development, evaluation, and delivery of the Early Indication Tool (EIT). The EIT is the early warning system of the Connecticut State Department of Education (CSDE). Working in close collaboration with the data warehouse staff in the CSDE Performance Office, this individual will extract requisite data from the data warehouse; conduct sophisticated statistical modeling and analyses to identify students who may be at-risk of missing milestones and/or dropping out; develop reports within the CSDE’s secure data warehouse portal to deliver the information in a user-friendly manner to authorized users in districts/schools; provide professional development to district/school staff on effective ways to use the EIT for timely interventions and supports to students; and conduct ongoing studies and evaluations to refine the EIT.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Education assists in planning and executing programs of extensive difficulty and scope for the improvement of education in the State.

EXAMPLES OF DUTIES

Assists a Bureau Chief or Education Consultant in supervising various educational programs and services offered by the State; assists in the development and administration of certain programs of major importance or may develop and administer other programs within the framework of bureau policy; provides professional leadership and guidance to school authorities, professional organizations, students and various community groups and individuals; may assist in directing the routine functioning of the bureau; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of the philosophy and methods of education with particular reference to the field concerned; teaching skill; ability to prepare reports; ability to deal effectively with others.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

An earned advanced degree and five (5) years of professional experience OR in lieu thereof an equivalent combination of experience and training approved by the Board of Education.

PREFERRED QUALIFICATIONS

The preferred candidate will possess an advanced degree in measurement, evaluation, or statistics; expertise with advanced statistical and technical procedures including latent profile analysis, hierarchical linear modeling, multilevel modeling, and machine learning; proficiency with using SAS tools (e.g., Enterprise Guide, Data Integration Studio) to integrate and analyze large/complex datasets; experience with interpreting results from complex data analyses and making them understandable to diverse audiences in order to facilitate decision making; and a background in educational assessment (e.g., summative, formative) with a special emphasis on the technical aspects of large scale assessments.

SPECIAL REQUIREMENTS

Must hold an appropriate certificate issued by State Board of Education.
