The Department of Energy and Environmental Protection's (DEEP) Office of Information Management (OIM), Geographic Information System (GIS) Section is responsible for supporting the use of the GIS technology in the department. GIS is integral to the Department’s planning, management, and environmental regulatory activities. The department maintains geographic information related to all of its activities ranging from environmental permitting and sampling locations to outdoor recreational opportunities. It also collects and maintains information about the environment and natural resources of the state such as forestry, habitats, water quality, and geology. The information is used by staff to analyze environmental and natural resource data to support the development of recommended actions and the implementation of policy decisions. The section is also responsible for researching and acquiring geographic information; preparing it for publication distribution to the public and local, regional, state and federal agencies; and providing assistance to department staff in the use of geographic information and GIS tools to analyze and map environmental, natural resource and other data.
DEEP's OIM, GIS Section has an Environmental Analyst 1 position open located at the agency headquarters, 79 Elm Street, Hartford, CT. This position will assist with maintaining, expanding and improving the use of GIS technology and digital spatial data by staff from across the agency. This analyst will also assist with providing access to GIS-related technology and spatial data to other interested parties.
This position is a 35 hour per week, first shift, full-time position.

Assist with researching, collecting, and analyzing geographic information related to the environment and natural resources;
Provide technical assistance to DEEP staff in the use of ArcGIS Online, ArcGIS for Desktop and other ArcGIS Server software (ESRI products), including extensions, in conjunction with a wide range of agency applications, including the creation of maps and other output products, spatial analysis, spatial data creation, field data collection, and interpretation of remotely-sensed imagery;
Assist with the ongoing management of ArcGIS for Server software, and the management of associated digital spatial databases that are used by DEEP staff and that support agency applications;
Assist in documenting, publishing, and disseminating all the department's geographic data with the public, with representatives of local, federal, and other state agencies, and with other targeted audiences;
Assist in the acquisition, integration, and documentation of useful spatial data produced by other organizations, such as federal, local and other state agencies;
Assist in developing GIS web applications using standard templates and developing strategies for improving, updating or replacing legacy applications that incorporate GIS technology or some aspect of digital spatial data;
Assist in providing technical consultations to department staff in the use of geographic information to analyze and map environmental, natural resource and other data;
Create both digital or paper maps and other data visualizations to support the implementation of policy and program decisions;
Assist in developing procedures for documenting, publishing and archiving the agency's geographic information;
Assist in preparing metadata for the department's data.
1. College training in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for five (5) years of the General Experience.
Note: Education may only be substituted for a total of five (5) years.
3. For State Employees one (1) year of experience as an Environmental Intern or Environmental Compliance Specialist 2 may be substituted for the General Experience.
The preferred candidate will have:
· A Bachelor's or Master’s degree in geographic information systems or geography with a concentration in geographic information systems;
· Experience and/or training in designing paper maps and digital maps using ArcGIS software;
· Experience and/or training in spatial analysis;
· Experience and/or training in designing, collecting, and managing geographic information;
· Experience or training in using the ESRI ArcGIS Platform including ArcGIS for Desktop 10x and ArcGIS Online;
· Experience and/or training designing, building, and managing ESRI spatial databases;
· Experience and/or training using Python scripting in conjunction with ArcGIS software;
· Experience and/or training developing and presenting technical training material; and
· Proficient in Microsoft Office.
